The 1.08 Million Yuan "Oxford Dream" Unravels: The Organizer's Chinese Connection and £100 Capital Revealed

The 1.08 million yuan "Oxford Dream" has exposed its true colors. The organizer of the program, the UK-registered National Academy of Science and Art Ltd, was established by Chinese nationals with a registered capital of just £100, and is managed by Li Ping (born 1963) and Li Yixuan (born 1988).

The fascinating saga of "Cheating the Wealthy: The 1.08 Million Oxford Dream" - involving 60-plus Chinese entrepreneurs, including more than 30 founders of listed companies, each paying 1.08 million yuan in tuition fees - has triggered an official complaint from the event organizer after the initial report was published.

To summarize the complaint: the Oxford Global CEO program is not a fraud, the organizer holds legitimate business qualifications, and all program courses and study tours were implemented according to the established plan. Therefore, the complaints from these entrepreneurs and listed company bosses are deemed invalid and without merit.

Honestly speaking, in this society, it's relatively easy to deceive wealthy people (without necessarily labeling this particular program as fraudulent), because those who have been deceived often dare not admit it publicly. A former classmate's parent, a university professor, was swindled out of millions by a P2P scammer and never admitted being deceived, even claiming he would always believe in that woman. Similarly, the three individuals who lavished 25 million yuan on female streamers recently have not dared to show their faces.

However, these two complaints inadvertently revealed a crucial truth. First, the organizer of the Oxford CEO program is not the entity behind the Oxford University account that made the announcement in Jiangsu. Instead, it's a company called "British Academy of Science and Culture Co., Ltd." that filed complaints on Xiaohongshu. The WeChat complaint further clarified its English name as "NATIONAL ACADEMY OF SCIENCE AND ART LTD," with a correspondence address directly listed as Floor 15, East Tower, Huapu Plaza, Zhujiang New Town, Tianhe District, Guangzhou.

According to UK Companies House records, NATIONAL ACADEMY OF SCIENCE AND ART LTD (UK Academy of Science and Culture Co., Ltd.), registered under number 10629793, was established on February 21, 2017, as a private joint-stock company. An examination of its public filings reveals several red flags:

The registered capital is only £100, and the subscribed capital has never been paid in. Employee count stands at zero for two consecutive fiscal years. The registered address has been changed twice, both times to London business mailbox services rather than actual office locations. While the company's SIC code registers it under education, this pertains to commercial training, which is distinct from being an official academy. Only the category of "other educational activities not elsewhere classified - commercial training and study tours (non-degree)" might arguably match this program's scope.

Who are the operators? Two Chinese nationals: Li Ping (born 1963) and Li Yixuan (born 1988). Companies House director details show that a person controlling between 25% and 50% of the company's shares is named Ping Li, born in 1963, who also serves as a director. Her nationality is Chinese, with habitual residence in China. Another director is named Li Yixuan, born in 1988, also of Chinese nationality and resident in China. The pinyin of this Li Yixuan matches exactly with the Chinese name 李奕萱 as captured in domestic recruitment WeChat screenshots. In the "Oxford Global CEO Class 0" student WeChat group, Li Yixuan forwarded a PDF document titled "Response from OIDH, University of Oxford" and replied to students: "Following university discussions, we have received a reply today. Course and living arrangements will be further improved and enhanced. Regarding certain student feedback about behaviors exceeding work scope in form and content, reminders will be provided to students according to project management regulations. Please refer to the university's feedback document for details."

Where did the money go? The unaudited accounts of NATIONAL ACADEMY OF SCIENCE AND ART LTD for the fiscal year ending February 28, 2026, reveal stark contrasts between two fiscal years. Current assets jumped from £0 in FY2025 to £324,060 in FY2026. Accruals and deferred income surged from £4,280 to £412,700. Net liabilities deteriorated from £4,180 to £88,538. Paid-up share capital remained at zero (with the £100 subscribed capital never paid in), and employee count stayed at zero. The accruals and deferred income line item exploded from £4,280 to £412,700, closely matching the timeline of intensive recruitment for the "Oxford Global CEO Project" and the booking of tuition revenue. Notably, the accounts list only LI Ping as the sole director.

In conclusion, a UK company with zero employees, zero paid-in capital, and an address that has twice been a commercial mailbox is collecting tuition fees of 1.08 million yuan per student, with accrued and deferred income on its books surging nearly a hundredfold within one year. When critical reports emerged, complaint letters followed from Xiaohongshu to WeChat public accounts, while the correspondence address shifted from London to Guangzhou Tianhe. Every crack in this story was not written by journalists but left behind by the complainants themselves.

Interestingly, more than 60 entrepreneurs and over 30 listed company executives continue to anonymously complain about this program's issues, yet none have stepped forward publicly. There are likely two reasons: first, the embarrassment factor; second, since the money comes from company funds, it can be written off as training expenses. Perhaps this analysis might inspire these entrepreneurs to find the courage to speak up!

One more detail worth flagging as a risk warning: Chinese business registration records show that UK Academy of Science and Culture Co., Ltd. is a shareholder in multiple domestic companies. All information in this article is sourced from UK Companies House public filings, platform complaint receipts, publicly available financial reports, and third-party chat screenshots. This is purely factual organization and financial observation, and does not constitute a determination that the program involves illegal activity or fraud, nor does it represent a legal judgment.
