Industrial and Commercial Bank Financial Leasing has successfully executed a cross-border yuan financing lease for a 306,000-ton methanol dual-fuel green very large crude carrier (VLCC) with China Merchants Energy Shipping through its management project company established in Haikou's Jiangdong New Area. This transaction marks the first cross-border yuan leasing business between the two parties. The vessel, named "Kai Tuo," was independently developed and constructed by Dalian Shipbuilding Industry Group under China State Shipbuilding Corporation. It is the world's first methanol dual-fuel intelligent VLCC. The ship's design adheres to the principles of "green, environmental protection, intelligence, and safety," equipped with advanced domestic methanol dual-fuel main engines, methanol fuel supply systems, denitrification units, and open-loop desulfurization scrubbers. Additionally, the vessel integrates a series of independent systems including intelligent energy efficiency, intelligent cargo handling, intelligent operation and maintenance, intelligent ship-based platforms, and intelligent fuel selection, significantly enhancing operational economy, safety, and overall efficiency. Since the provincial financial administration and four other departments jointly issued the "Notice on Accelerating the Development of Aircraft and Ship Leasing Industries" in March 2025, multiple leading domestic financial leasing companies have successively established financial leasing management project companies in Jiangdong New Area. The core leasing policies of the Hainan Free Trade Port have smoothly transitioned from the "first breakthrough" phase to the "regular implementation" phase. A representative from the Jiangdong New Area Administration stated that the park will continue to optimize the business environment, strengthen policy support, and improve industrial supporting facilities. With a more open attitude, efficient mechanisms, and superior conditions, it will accelerate the agglomeration and development of the leasing industry, contributing further to Haikou's goal of building a "City of Six Features."
