The National Financial Regulatory Administration (NFRA) has welcomed Cai Dong as a new member of its Party Committee, following the appointment of Ding Xiangqun as its top leader in May. This marks the third time in less than three months that a former provincial official with a finance background has transitioned back into the central financial system.
On September 18, the NFRA's official website updated its leadership roster, showing Cai Dong now serving as a Party Committee member, positioned directly after Ding Xiangqun. On the same day, the China Development Bank (CDB) website revealed that Huang Zhiqiang had assumed the roles of Vice Chairman and President of the bank.
The current NFRA leadership lineup comprises Party Secretary and Director Ding Xiangqun, Party Committee member Cai Dong, Deputy Directors Xiao Yuanqi, Cong Lin, and Fu Wanjun, as well as Yang Guorui, who heads the discipline inspection group. The administration also maintains two chief officers: Chief Risk Officer Xiang Dong and Chief Legal Officer Wang Shengbang.
Cai Dong brings a wealth of financial expertise to his new position, having previously held roles at the Industrial and Commercial Bank of China (ICBC), the China Development Bank, and the Agricultural Bank of China (ABC). In October 2019, he transitioned from his post as ABC Vice President to become a member of the Jilin provincial government's Party Leadership Group and Vice Governor. By June 2022, he had advanced to serve as a Standing Committee member of the Jilin Provincial Party Committee and Executive Vice Governor.
With this latest appointment, Cai Dong returns to the financial sector after nearly seven years of provincial service. He joins Wu Wei and Huang Zhiqiang as the third provincial finance official to make this transition within the past three months.
From Provincial Governance to National Regulation: Cai Dong's Return
Cai Dong's career reflects a blend of deep financial management expertise and hands-on experience with regional economic and financial governance. Born in October 1968, the 58-year-old holds a master's degree and a doctorate in economics. His financial career began in 1996 at ICBC, where he climbed through various management positions, including Deputy General Manager roles in accounting and electronic banking divisions, before taking the helm as ICBC Tianjin Branch President in 2014.
In July 2016, he moved to the China Development Bank as Vice President and Party Committee member, then shifted to the Agricultural Bank of China in March 2019 as Vice President. His transition to local government came in October 2019 when he became a Jilin provincial government leader. By June 2022, he had risen to Executive Vice Governor and Deputy Secretary of the provincial government's Party Leadership Group.
During his tenure in Jilin, Cai Dong oversaw critical areas tied to finance and economic operations. According to the provincial government's website, his portfolio included development and reform, fiscal affairs, emergency management, statistics, energy, and financial matters, alongside oversight of provincial financial institutions. He also assisted with audit work and supervised the General Office, the Development and Reform Commission, the Department of Finance, and the Energy Bureau, among other agencies.
Just days before his new appointment, Cai Dong attended a provincial economic briefing on September 8. At that meeting, he emphasized anchoring the province to a high-quality development path, implementing policies to drive economic improvement, stabilizing industry, boosting consumption, expanding investment, supporting the real economy, and managing risks to achieve both qualitative and quantitative growth.
Cai Dong's career trajectory spanning major state-owned banks, a policy bank, and regional economic governance now converges at the regulatory level. His prior public statements offer insight into his professional focus. At a 2018 forum, while serving as CDB Vice President, he argued that financial reform should center on core functions, with different institutional types pursuing differentiated development—policy, commercial, development, and cooperative finance—while remaining interconnected and complementary.
In 2019, speaking at a banking development summit as ABC Vice President, he outlined principles for smart finance: remembering the mission of serving the real economy, harnessing data-driven approaches, fostering open and shared ecosystems, strengthening transformation capabilities, and upholding compliance and integrity.
The key question now is how Cai Dong will translate his experience running large banking institutions and governing provincial finances into his new regulatory role.
Huang Zhiqiang Officially Takes Charge at China Development Bank
The movement of finance-trained officials from provincial posts back to central financial institutions has become a notable trend in the ongoing reform of China's financial system. This year alone, including Cai Dong, several such figures have made the transition.
On September 18, the China Development Bank's website confirmed that Huang Zhiqiang, who was appointed Deputy Party Secretary of the bank in July, has now assumed the positions of Vice Chairman and President. Huang previously served as Executive Vice Chairman of the Inner Mongolia Autonomous Region. On September 16, he formally resigned from his regional government post due to the job change, as noted by the regional people's congress website.
Born in 1970, Huang spent his early career at the Bank of China before moving to the China Export & Credit Insurance Corporation as Vice President and then to CITIC Group as Vice President. In 2019, he was appointed Vice Chairman of the Inner Mongolia regional government, later rising to the region's Party Standing Committee. His recent appointment to the CDB followed in July.
Interestingly, Huang's predecessor at the CDB, Tan Jiong, also came from a provincial finance background. Tan spent nearly three decades at the Bank of China before joining ICBC. In 2019, he became Vice Governor of Guizhou Province, overseeing financial matters, and later rose to the provincial Party Standing Committee. He returned to the financial sector in 2023, taking the helm at the CDB before succeeding Ding Xiangqun as head of PICC in 2026.
Another finance official returning to the central system this year is Wu Wei, who served in Shanxi and Shanghai. In July, Shanghai's Executive Vice Mayor Wu Wei was appointed Deputy Party Secretary of China Investment Corporation, becoming its Vice Chairman and General Manager a month later. Born in 1969, Wu spent his early years at Bank of Communications, moved to Shanxi in 2019, and later transferred to Shanghai in 2024, where he handled development, reform, energy, emergency management, finance, and taxation.
