白宫：英伟达AMD上缴15%在华收入，或扩大至更多公司
8月13日，据美国消费者新闻与商业频道（CNBC）报道，美国白宫12日证实，两家美国芯片制造商英伟达和AMD已经同意一项特殊协议，将其在华销售芯片收入的15%上缴给美国政府，以换取相关产品的出口许可证。白宫表示，该协议未来可能扩大至更多公司。
当地时间8月12日，白宫发言人卡罗琳·莱维特在记者会上说，目前此类协议仅涉及这两家公司，“但未来或许可以扩大到其他公司”。她还说，美国商务部仍在研究相关法律依据以及具体操作方式，细节将由商务部进一步说明。
英国《金融时报》此前报道称，这项协议适用于英伟达的H20芯片和AMD的MI308芯片。美国总统特朗普在11日证实，美国政府已经与英伟达达成协议，批准对华出口H20芯片的许可，条件是相关销售收入的15%需上缴政府。白宫随后也证实，AMD也同意类似协议，条件也是上缴部分在华销售收入。
H20芯片是英伟达按照美国对华技术出口管制要求，专为中国市场设计的AI芯片，性能远不及其国际市场主流GPU芯片H100。今年4月，该芯片被美国以国家安全为由，对包括中国在内的一些国家禁售。在此之前，英伟达曾预计该芯片单季销售额可超80亿美元。7月，英伟达首席执行官（CEO）黄仁勋在北京访问期间宣布，美国政府已批准H20芯片恢复对华出口。
《金融时报》报道称，这种向企业索要部分收入来换出口许可证的做法是前所未有的。
