Building a Specialized Talent Pool: 2026 Shanghai Agricultural Product Quality and Safety Advanced Seminar Opens Today

In the golden month of October, when osmanthus fragrance fills the air, the 2026 Shanghai Professional and Technical Talent Knowledge Renewal Program "Collaborative Integration, Smart Empowerment for Agricultural Safety" Advanced Seminar on Agricultural Product Quality and Safety opened today (October 8) at the Changning Campus of Shanghai Jiao Tong University.

Sun Fajun, Deputy Director and First-Level Inspector of the Department of Agricultural Product Quality and Safety Supervision under the Ministry of Agriculture and Rural Affairs, delivered the first keynote report. Lu Zhengrong, Member of the Party Leadership Group and Deputy Director of the Shanghai Municipal Agriculture and Rural Affairs Commission, and Jiang Lifeng, Party Secretary of the Lifelong Education College at Shanghai Jiao Tong University, attended the opening ceremony and delivered speeches.

The seminar lasts for three days and is a key urgent talent training project under the 2026 Shanghai Professional and Technical Talent Knowledge Renewal Program. It aims to implement the strategies of building a talent-strong nation and rural revitalization, consolidate the talent foundation for agricultural product quality and safety, and comprehensively enhance the overall competence and performance capabilities of professional and technical talent in this field.

The seminar strictly follows the principle of "high level, small scale, and distinctive features," targeting mid-to-senior professional and technical personnel, management personnel, and grassroots agricultural technical backbone staff in the Yangtze River Delta region working in agricultural product quality and safety. A total of 79 trainees were enrolled.

At the opening ceremony, it was noted that Shanghai's urban modern agriculture construction has been steadily advancing. Since the "14th Five-Year Plan," Shanghai has focused on "four agricultures" — technology-driven agriculture, green agriculture, quality agriculture, and brand agriculture — and has achieved phased results in agricultural product quality and safety work.

Going forward, Shanghai must base itself on the realities of agricultural development in a mega-city, integrate technology empowerment, green leadership, quality support, and brand-driven development throughout the entire chain of agricultural product quality and safety, elevate its strategic position, deeply grasp the new requirements for agricultural safety work, and forge a path of high-quality development for urban modern agriculture.

It is also necessary to continuously strengthen the construction of a professional talent team for agricultural product safety, regularly conduct skill-level certification training for agricultural product and food inspectors and agricultural industry vocational skills competitions, and comprehensively enhance the professional skills and overall capabilities of grassroots regulatory personnel.

The meeting put forward three expectations for the trainees. First, enhance the sense of mission and responsibility, deeply recognize that agricultural product quality and safety concerns the "safety on the tip of the tongue" of the public and the overall development of urban modern agriculture, and shoulder the era's responsibility for agricultural safety work.

Second, improve professional competence, cherish the opportunity for advanced study, closely focus on key and difficult issues in the industry, study diligently and think critically, learn from each other, and transform cutting-edge concepts and professional techniques into effective job performance.

Third, consolidate joint efforts, leverage the seminar platform to strengthen cross-regional, cross-sectoral, and cross-disciplinary exchanges, promote coordinated interaction among supervision, testing, research, production, and traceability, and empower the development of agricultural product quality and safety through smart technology.

It is understood that the seminar will continue to carry out a series of specialized lectures, group discussions, on-site teaching, and other diverse teaching sessions. Trainees will recharge and empower themselves during the three-day immersive learning experience, absorbing cutting-edge knowledge and honing their professional capabilities.

This training is hosted by the Shanghai Municipal Human Resources and Social Security Bureau and the Shanghai Human Resources Public Service Center. Upon the recommendation of the Shanghai Municipal Agriculture and Rural Affairs Commission, it is organized by the Shanghai Agricultural Product Quality and Safety Center.
