On January 27, the Public Resource Trading Center of Yichang City, Hubei Province, issued a second tender announcement for the construction project (EPC+O) of the Xinqiao construction limestone mine in Mashi Town, Changyang, with the bid submission deadline set for February 28, 2026.
The total investment for the project is 720 million yuan, with a planned production scale of 5 million tons per year.
According to the announcement, the project is located in Sankouyan Village, Mashi Town, Changyang, with a proposed mining area of 0.4655 square kilometers to be mined via open-pit methods, including the construction of a production and processing base.
The project requires the purchase of production equipment such as air compressors, drilling rigs, loading shovels, crushers, double-roll crushers, conveyor belts, shaping machines, and cleaning systems.
It also involves the construction of supporting infrastructure for environmental protection, utilities, and office facilities.
On September 27, 2024, Changyang Chengfa Zhongcai Quanxing Investment Development Co., Ltd. successfully acquired the mining rights for the project for nearly 105 million yuan.
The mine has proven resources of 86.87 million tons, with a proposed mining term of 10 years; after transitioning to full production, it is expected to achieve an annual output of 5 million tons and an annual output value exceeding 200 million yuan.
Furthermore, as required by the tendering party, bidders must commit to acquiring the assets of the old mining area of the Sankouyan Quarry.
The assets to be acquired include, but are not limited to, the processing area, living quarters, office area, and equipment; based on an asset handover assessment report, the current asset value is approximately 64.45 million yuan, with the final amount to be confirmed by both parties after the handover.
Bidders are also required to cooperate in resolving any subsequent legacy issues related to the old Sankouyan Quarry mining area.
The construction period for the project, including the design cycle, is one year.
Trial operations may only commence after the project passes the overall completion acceptance inspection and receives approval from the tendering party; the trial operation period will end within six months from its start date.
Following the conclusion of the trial operation period and upon approval from the tendering party, the project will enter the operational phase, which has a term of 12 years.
The scope of this tender includes the design, construction, procurement, and installation of the processing area, as well as mine infrastructure construction, mining operations, and processing.
