On September 3, Huang Hui'an, Secretary of the District Party Committee, conducted an on-site inspection of key project construction progress and park infrastructure development at Joy Group and the Xindu Economic Development Zone. He subsequently chaired an on-site coordination meeting to address bottlenecks and obstacles in project advancement. District leaders He Huixuan, Wu Xiaotian, and Wei Xiaoli participated in the activities.

Huang Hui'an emphasized that enterprises are the backbone of economic growth, while industrial parks serve as platforms for industrial clustering. He urged all departments across the district to prioritize project development, enterprise growth, and economic vitality, implementing diverse measures to strengthen weak links and build a solid foundation for business establishment and industrial expansion. He stressed the importance of adhering to strict timelines, adopting a reverse schedule with clear milestones, and assigning specific responsibilities and completion deadlines to ensure projects are completed, operational, and productive as early as possible.

The Secretary called for a systematic upgrade of infrastructure within the parks, including water, electricity, road, gas, and network systems. He highlighted the need to open internal connectivity routes among enterprises within the parks and to establish smooth links between the parks and key transportation hubs, thereby enhancing the overall capacity and agglomeration capability of the parks.

Huang Hui'an further stressed that all departments should consistently provide robust service support, proactively engaging with businesses, streamlining approval procedures, and optimizing service delivery to resolve difficulties and safeguard both project construction and enterprise growth. He advocated for a unified, coordinated approach—building a framework of top-down and cross-departmental collaboration—to create a favorable business environment where enterprises can operate with confidence, security, and peace of mind. Heads of relevant district-level departments and township (sub-district) party committee secretaries attended the meeting.
