Yunnan province has rolled out a new set of measures aimed at promoting the high-quality development of technology enterprise incubators. To facilitate the deep integration of technological innovation and industrial innovation, and to advance the superior development of these incubators within the province, the Yunnan Provincial Department of Science and Technology has formulated and issued the "Yunnan Provincial Technology Enterprise Incubator Accreditation and Management Measures." This document clarifies development objectives, accreditation criteria, and the certification process.
The Yunnan Provincial Technology Enterprise Incubator Accreditation and Management Measures Chapter I: General Provisions Article 1: To propel the deep integration of technological and industrial innovation, foster the high-quality progression of technology enterprise incubators in Yunnan, strengthen high-level sci-tech services, enhance incubation service efficacy, aid the upgrade of traditional industries, the expansion of emerging sectors, and the cultivation of future industries, and guide the development of new quality productive forces through scientific and technological innovation, these measures are formulated. They are established in reference to the "Ministry of Industry and Information Technology Technology Enterprise Incubator Management Measures" and other relevant national policy documents, tailored to the specific circumstances of the province.
Article 2: A technology enterprise incubator refers to a sci-tech entrepreneurship service organization dedicated to promoting the commercialization and industrialization of technological achievements, nurturing technology-based enterprises, and fostering an entrepreneurial spirit. It provides professional services such as operational facilities, startup coaching, technical support, market expansion, investment and financing, and management consulting to tech-oriented startup companies and entrepreneurial teams.
Article 3: The primary functions of an incubator are to aggregate various resource elements, offer comprehensive, professional incubation services throughout the entire lifecycle for tech startups and entrepreneurial teams, cultivate an innovation and entrepreneurship ecosystem, stimulate vitality in these areas, mitigate entrepreneurial risks, facilitate enterprise growth, drive employment through business creation, and promote the deep integration of technological and industrial innovation.
Article 4: The development goals for incubators are anchored to the strategic "3815" development objective. This involves perfecting the service system, enhancing service capabilities, constructing a robust incubation ecosystem, and forming a development landscape characterized by diverse entities, varied types, rich formats, and high quality and efficiency. The aim is to continuously hatch new enterprises, spawn new industries, create new business models, cultivate new drivers for economic growth, and provide support for upgrading traditional industries, expanding emerging sectors, and nurturing future industries.
Chapter II: Responsibilities Article 5: The Yunnan Provincial Department of Science and Technology holds macro-management and operational guidance responsibilities for incubators across the province. Its main duties include: 1. Implementing national and provincial policies concerning the construction and development of incubators. 2. Researching and formulating management methods and support policies for provincial-level incubators, and guiding their construction and operation. 3. Overseeing the accreditation, supervision, modification and cancellation, performance evaluation, and statistical reporting for provincial incubators, and recommending qualified incubators to the Ministry of Industry and Information Technology for national-level accreditation.
Article 6: The science and technology administrative departments of various prefectures and cities, along with national and provincial development zones, serve as the specific service management bodies for provincial incubators. Their primary responsibilities are: 1. Implementing policies related to incubator development and supervising the operation and management of incubators within their jurisdictions. 2. Cultivating and supporting the construction of local incubators and recommending them to the Provincial Department of Science and Technology for provincial accreditation. 3. Coordinating to resolve issues encountered in the construction and operational management of provincial incubators and assisting the Provincial Department in conducting performance evaluations and statistical work.
Article 7: The operating entity is the specific responsible unit for the construction and operational management of a provincial incubator. Its main duties include: 1. Establishing various rules and regulations for the incubator's development in accordance with these measures, providing necessary premises, personnel, funding, and facilities, and addressing challenges in its own construction and management. 2. Delivering incubation services to tenant enterprises and completing relevant tasks such as statistical reporting and performance evaluation for the incubator. 3. Fulfilling primary responsibilities in areas including production safety, market supervision, tax compliance, and environmental protection.
Chapter III: Accreditation Conditions Article 8: To qualify for provincial incubator accreditation, an entity must simultaneously meet the following conditions: 1. Possess independent legal person status, have operated within Yunnan for at least one year, and maintain a sound operational management system with strong incubation service capabilities. 2. Have stable, clearly defined incubation premises with legally sound tenure, with a self-controlled area dedicated to incubation of no less than 3,000 square meters. 3. Employ a professional operational team where the lead has substantial experience in relevant industries, venture investment, or enterprise management;配备较强的专业孵化服务人员和创业导师,专职孵化服务人员占机构总人数60%以上,每10家在孵企业至少配备1名创业导师。4. Host no fewer than 20 tenant enterprises, with newly registered enterprises in the previous year accounting for no less than 10% of the total, and the proportion of small and medium-sized technology enterprises and innovative SMEs being no less than 20%. 5. Have no less than 15% of tenant enterprises received investment or financing in the previous year. 6. Have no less than 20% of tenant enterprises achieved a year-on-year growth exceeding 10% in either operating revenue or R&D expenditure in the previous year. 7. Separately account for incubation service income, with income excluding rent and property fees constituting no less than 20% of total revenue in the previous year. 8. Have graduated enterprises in the previous year amounting to no less than 10% of the number of tenant enterprises. 9. Comply with national laws and regulations, with no major environmental, quality, or safety incidents occurring within the past three years, not being listed as a serious失信主体, and having no major illegal activities or being under investigation for suspected major violations.
Article 9: Tenant enterprises, as defined in these measures, refer to incubated companies that are registered and physically operating within the incubator, engaged in the R&D, production, and service of new technologies and products, and conforming to the standards for small or micro enterprises as outlined in the "Regulations on Standards for Classification of Small and Medium Enterprises."
Article 10: A graduated enterprise, under these measures, refers to a tenant enterprise meeting at least one of the following criteria: 1. Newly recognized as a specialized, refined, distinctive, and innovative SME or a high-tech enterprise. 2. Has cumulatively received investment or financing exceeding 2 million yuan. 3. Has achieved cumulative operating revenue exceeding 5 million yuan over two consecutive years. 4. Has been merged, acquired, or listed on domestic or international capital markets.
Article 11: For incubators located in remote and arduous areas within the province, as defined by the Ministry of Human Resources and Social Security, or for incubators jointly established with neighboring countries within the China (Yunnan) Pilot Free Trade Zone and border industrial parks, the corresponding requirements stipulated in Article 8 may be reduced by 15%.
Chapter IV: Accreditation Procedure Article 12: The Provincial Department of Science and Technology will issue a call for applications. Operating entities of incubators must submit their application materials through a designated information platform and are responsible for the authenticity of the information provided.
Article 13: The science and technology administrative departments of prefectures and cities will review the application materials, conduct on-site spot checks, and, upon preliminary approval, recommend applicants to the Provincial Department of Science and Technology.
Article 14: The Provincial Department of Science and Technology will organize experts to conduct preliminary document review, on-site verification, and comprehensive evaluation based on the accreditation conditions. It will recommend qualifying incubators, which, after deliberation and approval by the Department's executive meeting and a public announcement, will be officially accredited as provincial incubators via official document. For ease of management, provincial incubators shall原则上 be uniformly named "Yunnan Province XXX Technology Enterprise Incubator," where the "XXX" portion is determined by the operating entity.
Article 15: The Provincial Department of Science and Technology will原则上 organize the accreditation of provincial incubators once per year.
Chapter V: Evaluation and Supervision Article 16: The Provincial Department of Science and Technology will conduct performance evaluations of provincial incubators every three years. These evaluations will primarily focus on the incubator's service capacity, incubation performance, and sustainable development level, comprehensively reflecting its construction, operation, and development status. Provincial incubators must submit a self-evaluation report for the previous year, reviewed by their local prefectural or city science and technology department, to the Provincial Department. The Provincial Department will commission relevant institutions to organize expert evaluations, forming a dynamic mechanism of "survival of the fittest."
Article 17: Performance evaluation results will be categorized into four grades: Excellent (A), Good (B), Qualified (C), and Unqualified (D). These results will guide incubators in enhancing their service capabilities and development levels and support policy formulation and dynamic management.
Article 18: The Provincial Department of Science and Technology will conduct regular supervision of provincial incubator management. Any organization or individual identifying issues regarding the compliance, authenticity, or accuracy of information or statistics related to accredited incubators may report them, providing supporting evidence. After verification by the local prefectural or city science and technology department, the matter will be reported to the Provincial Department for处置 according to regulations.
Chapter VI: Modification and Cancellation Article 19: Should the operating entity of a provincial incubator undergo changes, restructuring, legal termination, or experience significant alterations in operating conditions, it must report to the local prefectural or city science and technology department within three months. These departments will verify the situation and report it to the Provincial Department, which will then conduct an audit and approve modifications for eligible cases.
Article 20: A provincial incubator's qualification will be revoked under any of the following circumstances, with the operating entity barred from reapplying for three years: 1. Operational issues prevent normal business activities, and the incubator fails to resume normal operations after a one-year rectification period. 2. The operating entity is dissolved or undergoes major changes, rendering it unable to meet the accreditation conditions. 3. Without special reason, the incubator fails to submit required statistical data for two consecutive years. 4. The performance evaluation grade is (D), and the incubator remains unqualified after a one-year rectification period. 5. The incubator voluntarily requests cancellation of its accreditation. 6. The operating entity is found to have engaged in fraudulent practices, serious dishonesty, tax evasion, or other illegal activities during the application or management process, or is involved in major environmental, quality, or safety incidents, verified upon investigation.
Chapter VII: Promotion and Development Article 21: Accredited provincial incubators are entitled to enjoy relevant support policies as stipulated.
Article 22: Support will be provided for incubators to strengthen their professional incubation capabilities, optimize the allocation of innovation resources, enhance market-oriented operational capacity, and utilize intelligent and digital means to improve incubation efficiency. Efforts will be made to加强从业人员培训,优化配置创业导师,鼓励设立技术经纪(理)人岗位。New models such as超前孵化 and深度孵化 will be explored to build a robust innovation and entrepreneurship service ecosystem, elevating the level of marketization, specialization, and internationalization, thereby supporting the cultivation of technology enterprises and high-quality industrial development.
Article 23: Support will be extended to incubators for深化加速服务功能, for instance, by regularly establishing startup accelerator programs to selectively gather high-quality projects and provide services like concept verification, early-stage investment, pilot testing and maturation, industry对接, financing support, and entrepreneurial coaching, thereby accelerating the growth of technology enterprises.
Article 24: Regions should, based on their local advantages and industrial innovation needs, guide incubators towards specialization. Support should be given to qualified leading enterprises, universities, research institutes, new R&D institutions, and investment agencies to establish incubators focused on specific fields. Incubators should be encouraged to attract young researchers, scientific teams, veterans, university students, and returning entrepreneurs. The role of industry associations and alliances should be leveraged to promote the open sharing of innovation and entrepreneurship resources and facilitate the integrated development of large, medium, and small enterprises.
Article 25: Encouragement is given for provincial incubators to collaborate with national-level incubators in providing incubation services externally, establishing co-construction and sharing mechanisms to amplify their辐射效应 and foster the共同发展 of更多孵化器.
Article 26: The science and technology administrative departments of prefectures and cities should provide focused support to provincial-level and higher incubators that operate efficiently, develop soundly, and achieve优良 performance evaluations. They should establish and improve regional innovation and entrepreneurship service systems and guide the shaping of an open and diverse innovation and entrepreneurship environment.
Chapter VIII: Supplementary Provisions Article 27: A two-year policy transition period commences from the effective date of these measures. During this period, the qualifications of existing provincial incubators will remain valid, but they must undertake operational adjustments to meet the new accreditation conditions. The Provincial Department of Science and Technology will uniformly organize application reviews for original provincial incubators and provincial众创空间 during the transition period; those passing the review will be accredited as new provincial incubators. After the transition period, original provincial incubators and众创空间 that fail the review will lose their respective qualifications.
Article 28: Prefectural and city science and technology administrative departments may, based on local实际情况, formulate management measures for prefectural/city-level incubators by referencing these measures.
Article 29: The Provincial Department of Science and Technology will formulate specific performance evaluation standards for incubators based on these measures.
Article 30: The Provincial Department of Science and Technology is responsible for interpreting these measures.
Article 31: These measures take effect on March 1, 2026, and are valid for five years. The "Yunnan Provincial Technology Enterprise Incubator Accreditation and Management Measures" is simultaneously repealed.
