Polishing the "Facade" While Prioritizing the "Substance" — Dingxi innovates a "One Problem Per Month" rectification mechanism to resolve the public's urgent, difficult, and worrisome issues.

At seven in the morning, as the streets of Weiyuan County were still not fully awake, workers from the pole and line maintenance team had already set up ladders and begun their day's work. Skillfully, they cut down, gathered, and bundled the drooping, tangled cables. Looking up, the black cables that once densely crisscrossed the city sky like a spider's web were gradually being tidied up inch by inch.

"It used to be a mess here, the cables were tangled like a ball of hemp rope that couldn't be sorted out!" Watching the workers operate deftly, nearby resident Sun Qiaoyan eagerly shared her thoughts. She recalled that just a few months ago, on windy days, cables would always swing back and forth, and on rainy days, everyone was on edge, fearing electric leaks. "It's so much better now, everything looks clean and tidy at a glance, and we feel much more secure."

This sense of security stems from Weiyuan County's concentrated efforts to tackle the "aerial chaos." In response to the public's strong complaints about messy cable lines, the local authorities, following the principle of "government leadership, enterprise implementation, equal emphasis on supervision, and comprehensive improvement," established a special task force to promote the underground renovation of communication optical cables in key urban areas.

"We have invested 13 million yuan to construct urban optical cable pipelines, and so far, 21 kilometers have been completed," said Zheng Xudong, Regional General Manager of Weiyuan County for China Tower Corporation Limited's Dingxi Branch. He explained that the project adopts a model of "unified planning, unified construction, and multi-party sharing," which fundamentally resolves the issue of haphazard optical cable installations, thereby beautifying the city's appearance and making residents' lives more comfortable.

"To address prominent challenges in urban management, the Municipal Housing and Urban-Rural Development Bureau has innovatively launched a regular 'One Problem Per Month' rectification mechanism. With a nail-driving spirit, we collaborate with departments like the Ministry of Industry and Information Technology to synergize efforts, continuously tackling issues through a series of measures such as burying optical cables underground, relocating lines, and clearing out废旧 cables," said Mao Xingdong, Director of the Dingxi Housing and Urban-Rural Development Bureau. He noted that through mechanism innovation, precise policy implementation, and collaborative governance, Dingxi is steadily advancing the improvement of urban functions and governance efficiency, making the city's characteristics of livability, resilience, and intelligence increasingly distinct, thereby continuously enhancing the public's sense of gain, happiness, and security.

Data shows that, to date, the city has standardized and rectified a total of 543.5 kilometers of cables, relocated 936,500 meters of lines, removed 1,567,080 meters of废旧 cables, bundled 2,273,510 meters of cables, addressed 1,739 "spider web" sites, and removed 2,785废弃 utility poles, leading to a significant improvement in the city's aerial environment.

The warmth of urban governance is reflected not only in the renewal of public spaces but also in the subtle details right at residents' doorsteps. In Tongwei County, a government-led, state-owned enterprise-backed property management reform is quietly transforming residents' lives by addressing the long-standing "property management vacuum" in scattered buildings—issues such as unclear responsibilities and lack of services.

Locally, the county's urban investment company has taken full management of 94 sites comprising 121 standalone buildings across the county. Adhering to the principles of "one strategy per building" and "service first, payment later," the company is steadily advancing three major initiatives: facility upgrades, environmental refurbishment, and warm services, while also establishing a dual evaluation system combining "quarterly assessments" and "owner evaluations."

"Now, reporting repairs, making payments, and lodging complaints can all be done with a single click. The community has also added new electric vehicle charging sheds, parking spaces are neatly marked, and a lot of greenery has been replanted," said He Jianjun, District Manager of Tongwei County Urban Investment Property Management. He noted that the smart property management platform has significantly improved service efficiency, and the property fee collection rate has increased from the previous 70% to the current 95%. Resident Li Xiaoxia's experience is even more tangible: "Since the urban investment property management took over, repairs are done promptly, garbage is cleared daily, property fee income and expenditure are transparent, and any issues can be resolved with a phone call. Living here has become increasingly comfortable."

Today, property management coverage and the coverage of Party work in properties across Dingxi have both reached 100%, with the coverage of owners' committees (or property management committees) reaching 90%. A total of 1,187 residential communities have achieved full online service coverage through the smart property management service platform.

"Since 2023, using the 'One Problem Per Month' initiative as a lever, we have extended urban governance services to the 'last mile' at the grassroots level," said Mao Xingdong. He added that the city has continuously carried out 20 types of special campaigns addressing issues like vehicle parking, environmental sanitation, advertising signboards, and residential property management. To date, these efforts have resulted in the rectification of 31,700 outdoor advertising signboards, the removal of 74,400 "stubborn" small ads, the handling of over 291,000 illegal parking cases, the standardization of 15,000 on-street parking spaces, and the resolution of more than 3,400 property management issues in residential communities.

The successful implementation of these various public welfare projects has made Dingxi's urban "facade" more attractive and its "substance" more robust. Mao Xingdong stated that the Municipal Housing and Urban-Rural Development Bureau will continue to focus on the public's new expectations, consistently polish the "One Problem Per Month" rectification brand, strive to solve new challenges in urban management, and inject more warmth into high-quality development.
