At 22:48 on February 6, inside the freight inspection area of Haikou Station, a container train carrying over 640 tons of polyethylene slowly departed following a whistle signal. This marked the first customs-supervised freight train launched from Hainan during this year's Spring Festival travel season. Unlike previous operations, this freight train completed rapid inspections entirely through an intelligent supervision system platform.
"Using the intelligent supervision system platform, we only need to declare in advance via mobile phone. Once approved, the goods can enter the inspection area through the supervised channel, which is much more convenient," said Manager Qiu of Beijing Yanshan Lifa Logistics Company.
On December 18, 2025, the Hainan Free Trade Port officially began island-wide customs operations. Prior to this milestone, Haikou Railway Station under China Railway Guangzhou Group collaborated with customs authorities to complete intelligent upgrades in the inspection area. After 10 rounds of drills and 8 optimizations, the intelligent supervision system platform was integrated with the 95306 railway freight system and the customs smart supervision platform. This integration reduced customs inspection time for supervised goods from 2.5 hours to within 30 minutes, achieving a transition from "manual processing with goods waiting" to "intelligent goods movement."
"Before the island-wide customs operation, we upgraded the freight gates by implementing container recognition systems, container number identification systems, and smart checkpoints. The freight gates can now automatically identify supervised goods within 30 seconds, significantly reducing waiting time," explained Yan Huiwen, freight loading supervisor at Haikou Station.
In Hainan, the development of road-to-rail multimodal transport has progressed rapidly. The station, in cooperation with customs, introduced a new clearance model featuring "single declaration, single inspection, and single release." Once the declaration information for supervised goods is approved, shippers can autonomously enter supervised channels through smart checkpoints. Subsequently, railway and customs authorities work efficiently together to complete weighing, railway security checks, customs inspections, sealing, and train formation before the goods are transported to mainland China via railway ferries.
During this year's Spring Festival travel season, Haikou Station strictly implemented the policy of "relaxed first-tier controls, tightened second-tier controls, and free movement within the island." The station fully leverages its dual functions in passenger and freight transport to ensure safe, punctual, and efficient off-island shipment of various goods, facilitating trade between island-based and mainland enterprises while supporting regional coordinated development.
