9月11日，港股生物医药股全线重挫，三叶草生物-B跌超18%，歌礼制药-B跌近18%，复宏汉霖跌近15%，北海康成-B跌近14%，创胜集团-B跌超13%，诺诚健华跌超12%。
据媒体报道，特朗普政府正在起草一项行政命令，计划对中国药品实施严格限制。报道称，该起草的行政令包括内容：行政命令或威胁切断中国研发药物的供应渠道；美国制药公司从中国药企购买药物权利的交易将面临更严格的审查，需接受美国外国投资委员会（CFIUS）的"强制性审查"。草案提出要求FDA进行更严格审查并收取更高监管费用，不鼓励制药企业依赖来自中国患者的临床试验数据。
值得注意的是，一段时间以来，美国政府频频向药品行业施压。美国总统特朗普多次表示要强化美国本土制药业，降低美国药价，他认为关税是实现上述目标的重要工具，并威胁对进口药品征收高达250%的关税。据悉，7月31日，特朗普致函17家主要药企总裁，要求大幅削减美国处方药价格，并在9月29日之前作出具有约束力的承诺。
