据外媒报道，欧盟将向美国提出建立关键矿产伙伴关系的构想。知情人士透露，欧盟已准备好在三个月内与美国签署一份谅解备忘录，制定一项“战略伙伴关系路线图”，该伙伴关系旨在共同寻找关键矿产的供应渠道。
谅解备忘录建议，欧盟和美国探索联合开展关键矿产项目，并研究价格支持机制，同时建议采取措施，防止外部矿产供应过剩及其他形式的市场冲击。欧盟的谅解备忘录提到了建立关键矿产储备的可能性，这同样是特朗普关注的重点。
