A joint investigation team in Ningxia has concluded a comprehensive probe into the Ningxia Catering and Hotel Association regarding excessive leadership appointments during its leadership transition. The findings confirm violations of electoral regulations.
The investigation revealed that during the association's leadership transition in April 2025, 83 leaders were elected from 365 members. An additional 8 vice presidents were added in January 2026, resulting in a total leadership team of 90 individuals. This configuration violated the Ningxia Social Organization Election Procedures, which stipulate that leadership positions should not exceed 40 members and must maintain an odd number.
The association conducted elections without proper procedures, including holding preparatory meetings without election plans, failing to verify member qualifications, and using hand-raising votes instead of secret ballots. The January 2026 meeting additionally elected vice presidents without prior approval or submission of required materials to regulatory authorities.
Investigators found the association operated without updated bylaws, proper internal management systems, or standardized financial procedures. Regulatory bodies including the Autonomous Region's Department of Commerce and Civil Affairs were found to have insufficient oversight.
The Civil Affairs Department has invalidated the election results and imposed a three-month suspension of activities effective February 12, 2026, during which the association's registration certificate, seals, and financial documents will be sealed. A new election committee will supervise revised bylaws and proper election procedures. Relevant officials face disciplinary action for regulatory failures. Regional authorities are conducting broader inspections of trade associations to strengthen compliance.
