On May 26th, the "Shenzhen Municipal National Economic and Social Development 15th Five-Year Plan Outline" was released. It proposes a coordinated effort to advance the research, development, and manufacturing of AI computing chips, the construction of computing power facilities, and the development of model algorithms, aiming to build an efficient and user-friendly artificial intelligence technology foundation. The plan seeks to solidify the industrial base for computing power chips, promote the optimization, iteration, and application adaptation of training chips like Ascend and edge-side inference chips, and foster a thriving domestic AI computing power ecosystem. It also emphasizes building a multi-level intelligent computing power base, constructing training infrastructure to high standards, and creating a sustainable computing power supply system characterized by ultra-intelligent collaboration, heterogeneous integration, and pervasive accessibility.
Furthermore, the outline calls for strengthening basic theoretical research in artificial intelligence and innovation in model foundational architectures, cultivating internationally leading domestic general-purpose large models and industry-specific application models, and driving the practical application of model algorithms through high-value application scenarios. By 2030, Shenzhen aims to achieve a city-wide real-time available computing power scale exceeding 150 EFLOPS, with certain indicators of domestic chips and computing power clusters reaching international advanced levels, ultimately forming a powerful large model base capable of supporting comprehensive applications.
