On January 29, the Shenyang Xinghua Hui project held a conference to announce its investment attraction results. According to the newly released plan, this underground commercial street project, dormant for a decade, will be revived as Shenyang's first TOD (Transit-Oriented Development) commercial street and is scheduled to officially open for business within this year.
The first batch of signed merchants has already begun preparations on-site. It is reported that the Xinghua Hui project is jointly developed by Shenyang Metro Group and China Res Mixc Living. The TOD model centers development around public transportation hubs such as subway, light rail, and bus stations. With a commercial scale of 72,000 square meters, the Xinghua Hui project connects the subway halls of three stations—Tiexi Square, Xinhua Park, and Shenliao Road—and complements the business formats of the Tiexi Mixc, creating a three-dimensional commercial ecosystem of "above-ground + underground" to inject new vitality into the business district's upgrade.
The underground commercial street has a total length of 1.8 kilometers, linking core nodes like Tiexi Square and Xinghua Park, making it the longest underground commercial street in Shenyang. The new consumption scenario, where shopping begins immediately after exiting the subway gates and spans three stations, will offer a distinct experience. Currently, the main structure of Xinghua Hui is completed, and it has entered the critical phase of interior construction. The first batch of signed merchants has started on-site preparations, with an official opening expected within the year.
This project fills a market gap for metro commerce. After a 10-year hiatus, the project is being restarted through a collaboration between central and local corporate giants. It is significant for urban renewal, exploring the integrated development of metro transportation and urban commerce, and also serves as another vehicle for cultivating new consumption scenarios.
"We are focusing on three dimensions—commercial format, consumption scenarios, and regional upgrading—to provide a practical case study for urban rail economy development with Northeast Asian characteristics, filling the market gap for high-quality metro commerce," said Cao Nuoyu, Project General Manager of Xinghua Hui at China Res Mixc Living Shenyang Company.

The project's theme is "Trendy Socializing + Immersive Experience." According to the development plan and positioning, the Xinghua Hui project focuses on "Trendy Socializing + Immersive Experience." "Compared to traditional commercial projects, we represent the sixth generation of underground commercial streets, placing greater emphasis on the customer experience and specifically crafting an immersive shopping atmosphere. Innovative designs, such as a 600-square-meter high-dome atrium and five themed scenario clusters, alleviate the oppressive feeling of underground spaces, transforming the underground commercial area into a composite urban public living room," explained Cao Nuoyu.
It is worth noting that young people who love "Guochao" (national trend) and "Gūquán wénhuà" (a niche fan culture, often around specific characters or media) will have a new activity venue. In the trendy retail sector, the project will focus on emerging designer brands and Guochao cultural and creative products. In the catering section, a distinctive street named "Yanhuo Xiangli" is planned. In the leisure experience sector, Shenyang's first ecological "Gūquán"-themed stage will be created.
At the press conference, Xinghua Hui announced its phased investment attraction results. The project has already attracted several regional flagship stores and trendy brands, covering all categories including trendy retail, quality dining, and leisure experiences. Ten anchor brands, including Luyue You Bookstore, signed contracts on-site.
