The scene at Pinduoduo Information Technology Services (Xiongan) Co., Ltd. reflected a company already in full operational swing since its establishment in the new area this past May.
Serving as the group's operational hub for the Beijing-Tianjin-Hebei region, PDD Holdings Inc's Xiongan unit plays a pivotal role in the company's digital services network. According to Yu Xuesong, Deputy General Manager of Public Affairs at PDD Holdings Inc, the establishment of the Xiongan office fulfills two key objectives: it strengthens the group's distributed operational network nationwide, enhancing response efficiency and service delivery capabilities for digital services, while also leveraging Xiongan's strategic location and policy advantages to support the group's innovation of new business scenarios and cultivation of digital talent.
The arrival of PDD Holdings Inc in Xiongan represents a prime example of the new area's broader strategy to build a thriving headquarters economy and accelerate its development as a robust economic zone. By concentrating on its core mission of relieving Beijing of functions non-essential to its role as the national capital, Xiongan has attracted a diverse range of enterprises—including central state-owned enterprises, multinational corporations, and private firms—to establish their comprehensive, regional, or functional headquarters within the area.
To ensure these businesses can flourish, Xiongan offers customized "factor packages" with one-on-one configuration plans, guaranteeing swift project implementation and robust growth. Yu Xuesong highlighted the exceptional support his company received, noting that a dedicated service team from the district's Commerce and Investment Promotion Bureau and other departments provided end-to-end assistance, from project negotiations to formal establishment. Most memorably, the entire registration process for PDD Holdings Inc's Xiongan subsidiary was completed in a single day.
The journey began on May 27th when the group decided to establish its subsidiary in the new area. Confronted with the typically multi-step process involving document preparation, legal representative signatures, online review, and seal engraving, the group initially set Yu a target of one week. However, a swift response from Xiongan's Commerce and Investment Promotion Bureau changed everything. Officials immediately provided Yu and his team with a detailed list of necessary documents, assisted in organizing the paperwork, and coordinated with other district departments for seamless service. Once materials were submitted, the public service department processed the application online, reviewers quickly completed their checks, and public security personnel immediately proceeded with seal engraving. By around 8 PM that same day, PDD Holdings Inc's Xiongan company had successfully completed its registration, obtaining its business license and official seal.
"We expected the process to take a week, but with the coordinated efforts of the new area's departments, it was completed in just one day—incredibly efficient!" Yu remarked.
Following the registration, comprehensive one-on-one services continued. As thousands of employees joined the company, the housing management center, in collaboration with Xiongan Group, renovated and equipped residential units to meet accommodation needs. To address dining requirements, a cafeteria was promptly constructed within the PowerChina Smart City Park where PDD Holdings Inc is located, allowing employees to eat conveniently without leaving the campus.
"The new area's departments worked overtime to coordinate everything from office space to housing, meals, and transportation, ensuring our business could launch on schedule. We are deeply grateful for their commitment," Yu added.
The customized "factor packages" have empowered the company's development across all dimensions—from workspace to accommodation and dining. In just three months, PDD Holdings Inc's Xiongan entity has transitioned from registration to stable operations. The workforce has surpassed 4,000 employees, with three core business lines—data annotation, content review, and customer service—operating at full capacity. This growth has also stimulated the clustering of supporting industries, including office services, lifestyle amenities, and digital technology services, thereby activating regional consumption and related industries.
