This year, Qinghai Province has successfully established 250 model village (community) Children's Homes, further implementing the national pilot project "Enhancing Care Services for Vulnerable Children" in Huangzhong District. The initiative aims to explore replicable and scalable care service models for vulnerable children, ensuring their healthy growth in a nurturing environment. Since the start of the 14th Five-Year Plan, Qinghai has built a total of 1,000 model village (community) Children's Homes, providing care service venues for vulnerable, migrant, and left-behind children.
The Children's Homes in Qinghai serve as extracurricular activity centers based in villages and communities, offering comprehensive services such as after-school care, mental health support, and family education guidance. Local authorities encourage retired teachers, young volunteers, and other caring individuals to organize left-behind and vulnerable children for the "4:30 PM Classroom," conducting diverse activities to ensure their safety after school. Additionally, through government-purchased services, professional social organizations carry out various care activities, including distributing stationery and books, hosting family education lectures, organizing team-building exercises, book-sharing sessions, group birthday celebrations, psychological counseling, and safety awareness workshops. These efforts have significantly contributed to the healthy development of left-behind and vulnerable children.
Currently, Qinghai has strengthened its care service teams by assigning child welfare officers and directors across 407 towns (subdistricts) and 4,664 villages (communities). A preliminary four-tier child service facility network—covering city, county (district), town (subdistrict), and village (community) levels—has been established. Over 21,000 training sessions have been conducted to enhance the capabilities of grassroots child welfare workers, effectively bridging the "last mile" in care and protection services for vulnerable children.
