10月13日，力勤资源涨超10%！刚果（金）钴出口企业配额细节落地。
据最新消息，刚果（金）宣布，钴出口禁令将于10月16日解除，并实施年度出口配额管理，2025年剩余时间的出口上限为18125吨。该国是全球最大的钴生产国，2024年产量占全球的75.86%，钴出口禁令自今年2月底开启，至今已持续近8个月。有分析指出，预计刚果（金）的出口配额政策将导致2025年—2027年全球钴供应量远低于正常水平，供应短缺量分别为12.2万吨、8.8万吨、9.7万吨，钴价有望强势上涨。此外，印尼2026年最新RKAB规定正式发布，华西证券认为或推动镍矿需求走强支撑镍价。
民生证券此前指出，镍价处于周期底部，成本支撑明确。全球第一大钴原料供应国禁止钴出口7个月，9月22号到期后存在继续延长禁令可能，国内原料短缺加剧，长期来看，刚果金政府挺价态度坚决，未来大概率实行配额制，供给收缩或为大概率事件，钴价中枢上移明确。公司湿法镍产能位于印尼，销量不受刚果金出口限制影响，完全受益于钴价上涨。叠加新增产能释放及成本优势，公司成长性显著。
