Daxing Unveils Strategic "6+5+3" Blueprint for Future Industry Leadership Over Next Five Years

On the afternoon of September 17, Beijing's municipal government held a press conference for the "15th Five-Year Plan" series, spotlighting Daxing District's push to develop new quality productive forces and establish itself as the capital's new southern growth pole. Liu Yang, Daxing District's Deputy Secretary and Mayor, who also serves as Director of the Beijing Daxing International Airport Economic Zone (Daxing Section) Management Committee, led the delegation at the event to outline the district's plans and respond to media inquiries.

During the Q&A session, a reporter asked how Daxing intends to seize opportunities from the new round of technological and industrial transformation during the "15th Five-Year Plan" period, with a focus on early deployment in future industries to expand industrial scale and foster new growth drivers. Zhou Chong, Daxing District Party Committee Standing Committee Member and Deputy Mayor, explained that the next five years represent a pivotal window for Daxing's industries to transition from accumulation to rapid advancement, aligning with the accelerated evolution of the global technological revolution.

Zhou outlined Daxing's commitment to its "6+5+3" industrial development framework, which aims to strengthen six leading industries—airport economy, biomedicine, future energy, digital economy, commercial aerospace, and agricultural technology. The strategy, he noted, benchmarks against national priorities for future industries, cultivates new quality productive forces tailored to local conditions, and promotes deep integration between established and emerging sectors.

Strategic Deployment Across Three Core Future Industries

As the capital's key base for advanced manufacturing, Daxing is the only administrative district in Beijing selected for inclusion in the national first batch of new-type industrialization demonstration zones. The district's approach concentrates on three major sectors: biomedicine, hydrogen energy, and embodied intelligence.

In biomedicine, Daxing is advancing the "China Medicine Valley" to build international influence. The district is establishing a "trinity" medical innovation framework integrating Capital Medical University's main campus, the Capital Institute for Medical Science Innovation, and a research hospital affiliated with the university. This will streamline the entire chain from fundamental research and clinical trials to industrial translation, ensuring high-quality medical research outcomes are commercialized locally. Having secured approval as part of the Ministry of Industry and Information Technology's Beijing-Tianjin-Hebei hydrogen energy comprehensive application pilot city cluster, Daxing will lead a consortium spanning six provinces and 13 cities to strategically deploy 37 hydrogen refueling stations and establish six major hydrogen corridors during the "15th Five-Year Plan" period. This initiative aims to achieve large-scale demonstration applications in areas like long-haul trucks and cold-chain logistics. Leveraging the Beijing Hydrogen Innovation Center, in partnership with Huairou National Laboratory and China Energy Group, Daxing will foster an innovation platform focused on technological breakthroughs, results commercialization, and demonstrative leadership. In embodied intelligence, Daxing is racing to establish itself as a high-end robotics manufacturing hub in Beijing. Centering on the prime southern axis location of Weishanzhuang Town, the district is focusing on niche tracks such as quadruped robots, medical robots, and core joint modules. A state-of-the-art "super factory" for robotics manufacturing will be built in the southern capital, with an initial 40,000-square-meter high-end robotics industrial park expected to debut by year-end. Daxing is strengthening its robotics rapid-response service platform, developing shared infrastructure for sample prototyping and performance testing, and consolidating a foundation for engineering validation and scale manufacturing. To become a city of embodied intelligence applications, Daxing has released its first batch of 19 application scenarios, including at Beijing Daxing International Airport, and will continue to open diverse settings across public security, emergency response, education, and healthcare. This approach leverages real-world data to drive iterative technological upgrades and bring robots into everyday life.

Building a Core Hub for Beijing-Tianjin-Hebei Tech Commercialization

Expanding future industries fundamentally relies on technological innovation and, crucially, the successful implementation of results. Recognizing this, Daxing is actively seizing strategic opportunities from the modern capital metropolitan circle and the Beijing (Beijing-Tianjin-Hebei) International Science and Technology Innovation Center initiative. The district has systematically devised a "Five Ones" work system for scientific innovation development.

The first "one" is to establish a joint alliance by founding a Beijing-Tianjin-Hebei university and research institute innovation coalition, which has already brought together 36 universities, research institutions, and medical centers from the three regions for regularized source-innovation collaboration. The second is to build a dedicated base, allocating 40,000 square meters of Class-A office space to provide low-cost, high-quality environments for research teams and commercialization projects. The third is to strengthen a professional team of career managers, offering "one-on-one" services covering intellectual property, capital empowerment, and other implementation support. The fourth involves setting up a fund—a 1 billion yuan Daxing Talent and Sci-Tech Innovation Fund focused on early-stage, small, long-term, and hardcore technology investments. This includes creating an "Transferred in Beijing, Landed in Daxing" investment roadshow brand with weekly events to connect capital, technology, and talent efficiently. The fifth is to cultivate a comprehensive ecosystem by integrating scientific research, venture capital, parks, and supply chains, exploring new paradigms of "chain-cluster transformation" and fostering a rainforest-like environment for entrepreneurship and innovation.

Optimizing Business Environment for First-Class Industrial Growth

Daxing remains committed to enhancing its "Yiqixing" business services brand. Plans include developing a Beijing enterprise service innovation demonstration zone, setting up 22 enterprise service ports, and establishing a district-wide "half-hour enterprise service ecosystem" for one-stop, full-lifecycle support. The district is also building a comprehensive financial service matrix across all enterprise development stages. Through a government guidance fund leading a model that coordinates parent and child funds, direct investment funds, and state-owned capital funds, Daxing has constructed a fund investment system covering early-stage, growth, and industrialization. This system now manages assets reaching the 100-billion-yuan level.

During the "15th Five-Year Plan" period, Daxing will focus on leading industries, improve its relay-style financial service system, and refine mechanisms for combined allocation and investment-loan synergies to continuously strengthen capital's enabling role. This will help more high-quality seed projects and startups mature into thriving enterprises, much like saplings growing into towering trees. Additionally, the district will bolster its multi-tiered talent service system, upgrading its "New National Gateway" talent policies and implementing precise support measures for young entrepreneurs. By deepening Beijing-Tianjin-Hebei talent collaboration through mechanisms like the "Xing-Bin-Xiong" cooperation initiative—having already been selected as a pilot zone for the "Jing-Xiong" Talent & Tech Innovation Corridor—Daxing aims to align talent supply with industrial demand. The "New National Gateway" entrepreneurship and innovation competition brand will be further enhanced, with deep engagement with platforms like the HICOOL Global Entrepreneurship Competition to synchronize investment attraction with talent recruitment. Finally, by promoting integrated development of education, science, and talent, with joint university-enterprise efforts to cultivate urgently needed talent for leading industries, Daxing will solidify its industrial talent foundation.

With a clear blueprint in place, the focus now shifts to decisive action. Throughout the "15th Five-Year Plan" period, Daxing intends to empower enterprises with talent, nurture them with capital, and safeguard their growth with superior services.
