7月24日，港股中国中免盘初涨超10%，海南自贸港全岛封关时间确定，机构指政策限制角度更为开放。
消息面上，近日，国家发改委副主任王昌林在国新办发布会上表示，2025年12月18日海南自贸港全岛封关正式启动。海南自贸港全岛封关运作将实施以“‘一线’放开、‘二线’管住、岛内自由”为基本特征的自由化便利化政策制度。此外，财政部等三部门发布海南自由贸易港全岛封关货物税收政策。中信证券认为，封关最大意义在于贸易端，同时有助于海南加快建设国际旅游消费中心，岛内旅游产业链相关经营主体(景区、酒店、旅游零售商、出行服务商等)将长期受益。
中信证券指出，对免税运营商而言，由于离岛免税政策对于进入“二线”无论是免税额度还是政策限制角度都更放开，离岛免税政策的继续实施将保持其竞争优势，而封关所能带来的海南岛吸引力提升、人流流动加大均有助于推动海南旅游零售市场的整体发展。更为明确的是，从商业本质的角度核心物业布局的领先优势、供应链资源和优质运营能力是底层支撑，率先完成商业布局的离岛免税运营商仍将保持在海南零售市场的优势地位。
