In this context, the AI governance project undertaken by DC HOLDINGS (00861) has gone live, featuring the first AI assistant "Houxi" in Fujian which achieves comprehensive capabilities in intelligent consulting, real-time service processing, and assisted approval. This development marks it as the first government service AI with independent intellectual property rights in the nation to realize the aforementioned capabilities. Leveraging its "Yanyun Infinity" intelligent software platform, DC HOLDINGS has enhanced Zhangzhou's "AI + Government" service experience, providing high-precision, round-the-clock governance solutions for citizens and businesses, and becoming a vivid example of the guidelines' implementation.
01 Policy Guidance and Local Practice: "Houxi" Sets a New Benchmark in AI Governance The name "Houxi," inspired by the Minnan dialect, conveys the positive meaning of "matters being handled well." Empowered by the Yanyun Infinity platform, "Houxi" can perform real-time aggregation and analysis of diverse data sources from various government departments. By deep learning on 150,000 Zhangzhou public service policy documents and over 4 million local knowledge entries, it has developed a "government brain" capable of association analysis. Furthermore, its design and services are constantly focused on the public's needs, achieving breakthroughs in three core functionalities: intelligent Q&A, intelligent assistance, and intelligent pre-examination.
In terms of intelligent Q&A, "Houxi" resolves the previously inefficient consultation issue caused by "administrative silos.” Previously, public information was scattered across different departments and platforms, making "one window, one door, one network" virtually impossible for unified notifications, requiring repeated communication from the public. Now, users can simply ask "Houxi" in a conversational manner, whether inquiring about social security payment processes or business registration requirements, with the assistant providing one-stop responses and consolidated notifications, achieving over 95% accuracy in public service responses.
The intelligent assistance feature liberates users from "complex manual operations" to "simple command execution." For instance, regarding frequent real estate certification queries, users previously had to manually find service entrances, confirm query terms, select districts, fill in personal information, and submit, making the process cumbersome and error-prone. Now, they only need to inform "Houxi" of their query, and the system uses AI intent recognition and process engines to automatically complete location matching, term confirmation, information filling, and result generation, significantly shortening processing time. Data shows that "Houxi" has notably streamlined public service processes: the mandatory information required on forms has decreased from 264 to 77, achieving a 71% reduction.
The introduction of intelligent pre-examination addresses the chronic issue of "incomplete materials requiring multiple visits." By conducting AI compliance checks for materials before the application stage and leveraging image recognition technology, "Houxi" can provide real-time feedback on issues and guide modifications, rigidly adhering to the "one-time notification" requirement. This capability has led to an approximate 80% improvement in the online processing first-time approval rate. To date, "Houxi" has completed the transformation of 40 matters/services. Its interactive mode of "man-machine dialogue," combined with AI-assisted validation, facilitates "asking, processing, and reviewing simultaneously," enabling immediate submission upon conclusion and effectively promoting the service objectives of "not having to make a trip, at most one visit, and not needing external assistance," addressing public pain points of "no time to handle matters during work hours, and no place to process after hours."
