A recent case prosecuted by the Xiuzhou District People's Procuratorate has concluded with convictions for two individuals who illegally tampered with natural gas pipelines. The homeowner, Xiao, aiming to cut costs, enlisted her neighbor Wu, a former renovation worker, to illegally tap into and alter the gas lines to steal gas. Both defendants were found guilty of sabotaging flammable and explosive equipment. Xiao was sentenced to two years in prison, suspended for three years, while Wu received a three-year sentence, also suspended for three years.
Routine Inspection Uncovers Major Hazard
On the evening of March 31, 2025, a meter reader from Jiaxing Gas Group Co., Ltd., conducting routine meter readings and safety checks in a residential community, detected a natural gas leak in the kitchen of a ground-floor duplex unit. The occupant was immediately advised to report the issue for urgent repair.
The tenant promptly called for emergency service. Upon arrival, repair personnel quickly identified the leak at the valve core before the main shut-off valve. They also discovered that the gas pipeline had been illegally tapped and modified. A tee fitting had been illicitly installed on the main gas inlet pipe, bypassing the gas meter. Using PVC piping, connections were made to an indoor gas heating unit and a water heater. The technicians explained that this modification allowed the gas water heater upstairs and the gas heater in the living room downstairs to function normally without the gas meter registering usage—essentially constituting gas theft.
Investigating further, the repair crew found that the PVC pipe connected to the gas water heater ran through a public flue to the upper floor. A gas leak in this pipe could allow gas to travel through the flue into neighboring units. Furthermore, the main inlet pipe for this unit was part of the building's overall medium-pressure supply line for the eastern section. It could not be isolated independently. A major leak could potentially trigger an explosion affecting the entire complex. With an active leak already present from the illegal connections, the situation posed an extreme safety risk to the community's over 1,800 households.
The gas company reported the incident to the authorities. Police swiftly launched an investigation, identifying the suspects as the property owner, Xiao, and Wu, who carried out the modifications.
Over $9,000 in Savings Leads to Prison Terms
During initial police interrogations, Xiao repeatedly claimed ignorance, stating she was not involved in the renovation and was unaware of any pipeline alterations. Wu also flatly denied any involvement in illegally tapping or modifying the pipes.
The truth, however, emerged. Around November 2023, Xiao was renovating her duplex. Knowing her neighbor Wu had renovation experience, she mentioned in conversation that electric water heaters were more expensive to operate than gas models. She expressed a desire to extend the gas pipeline from downstairs to upstairs to install a gas water heater and save money. Wu understood the implication and agreed, later proceeding to illegally alter and connect the gas pipes with the help of Xiao's brother. Under persistent police questioning, both Xiao and Wu eventually admitted they were aware the modifications were for the purpose of stealing gas, motivated by convenience and cost-saving.
According to estimates from the gas company, between November 2023 and March 2025, the household illegally consumed over 2,000 cubic meters of natural gas, involving an amount exceeding 9,000 yuan. Despite being able to afford property and renovations, the pursuit of this relatively small sum led to criminal penalties.
A prosecutor from the Xiuzhou District Procuratorate noted that the root cause was the defendants' lack of legal awareness. They mistakenly believed that if caught, they could simply pay for the stolen gas. However, illegally tapping into and altering natural gas pipelines to steal gas not only infringes on the legitimate rights of gas companies but also poses a real risk of causing major safety incidents like fires or explosions, severely endangering public safety.
Recently, the Xiuzhou District Court convicted both individuals for sabotaging flammable and explosive equipment. The prosecutor emphasized that home renovations must strictly adhere to legal and safety boundaries: load-bearing walls must never be removed, and natural gas pipelines are absolutely prohibited from being altered without authorization. For such illegal acts that seriously endanger public safety, criminal liability will be pursued according to the law, even if no serious consequences have yet occurred.
