Second Batch of Major Projects for 2024 Commences, Nearly 40% of Annual Investment Allocated to Emerging Industries

On the morning of April 29, the provincial quarterly work conference and the commencement mobilization meeting for the second batch of major projects were held. It was revealed that this second batch comprises 660 major projects with a total investment of 365.32 billion yuan, and an annual planned investment of 101.89 billion yuan.

Projects in emerging industries continue to command a significant share of the investment. Among this batch, 227 projects, accounting for 34.4%, are directed towards emerging industries, with an annual planned investment of 39.92 billion yuan, representing 39.2% of the total. This includes 55 new energy vehicle projects with an annual planned investment of 10.11 billion yuan, and 62 new materials projects with an annual planned investment of 8.9 billion yuan.

The overall project structure is well-balanced, with an increased emphasis on combining investment in physical assets with investment in human capital. There are 338 manufacturing projects with an annual planned investment of 55.26 billion yuan, accounting for 54.2% of the total, which is an increase of 1.4 percentage points compared to the previous batch. Representative projects include the Tianhe Energy 36GWh annual production capacity energy storage lithium battery project in the Chuzhou Economic Development Zone, and the Guoxuan High-Tech new energy battery cell project in the Wuhu High-Tech Zone.

Furthermore, there are 96 social and livelihood projects with an annual planned investment of 14.46 billion yuan, making up 14.2% of the total, an increase of 6.4 percentage points from the last batch. Notable examples are the Bozhou Lixin rural water environment improvement Ecology-Oriented Development project and the Hefei 168 Middle School Baiyan Lake Campus project.

Investment in modern service industry projects has also seen a rise. This batch includes 127 modern service industry projects, an increase of 2 from the previous batch, with a total investment of 40.65 billion yuan, an increase of 5.11 billion yuan. The annual planned investment for this sector is 12.91 billion yuan, accounting for 12.7% of the total, which is an increase of 2.3 percentage points.

The head of the Provincial Development and Reform Commission's Key Construction Projects Office stated that efforts will be intensified with more concrete measures to advance projects, focusing on large-scale and high-quality initiatives. The aim is to further accelerate the commencement progress of projects, optimize factor and service guarantees, and strengthen the planning and reserve of major projects. These steps are intended to ensure that half of the annual tasks are completed by the mid-year point, thereby consolidating the province's steady and improving economic momentum.
