The Ministry of Industry and Information Technology has issued a notice to annul and revise policy standards related to the "cascading use" of retired new energy vehicle power batteries, alongside regulating related industry activities.
This includes repealing the relevant provisions on "cascading use" from the Standard Conditions for the Comprehensive Utilization of Waste New Energy Vehicle Power Batteries. The ministry will no longer conduct enterprise announcement management for the "cascading use" sector and has removed previously listed companies from the roster of enterprises meeting the standard conditions for comprehensive utilization. Meanwhile, the existing list of recycling enterprises remains valid.
Battery products produced from retired power batteries must comply with quality standards for their intended applications. No organization or individual is permitted to use retired power batteries, whether intact or after processes like disassembly, reassembly, or repackaging, in forms such as battery packs, modules, or cells, for electric bicycles or other areas prohibited by laws, administrative regulations, and mandatory standards.
