China Ruifeng Renewable Energy Holdings Limited (00527) has voluntarily disclosed plans to invest approximately RMB24 billion in constructing the Xuanhua Artificial Intelligence (AI) Computing Power Centre. An investment framework agreement was signed on 9 February 2026 with the Management Committee of Xuanhua Economic Development Zone, Zhangjiakou City, Hebei Province, outlining the proposed development.
The planned AI computing centre spans five phases, with the first phase targeting at least 3,000 racks, a construction standard of Class A, and a rack power output of not less than 12 kilowatt. The facility’s Power Usage Effectiveness (PUE) is projected not to exceed 1.2, while Water Usage Effectiveness (WUE) is set not to exceed 1.1. The project aims to integrate AI computing, green electricity, and energy storage, focusing on large-scale application of renewable energy.
Alongside the data centre, a grid-side independent energy storage power station with a capacity of 200MW/800MWh will be constructed, covering roughly 55 acres and adopting lithium iron phosphate electrochemical energy storage technology. The AI computing centre is scheduled to become operational by February 2028.
The project aligns with strategic national initiatives such as “Eastern Data and Western Computing,” “Digital China,” and “Dual Carbon,” leveraging Zhangjiakou’s abundant renewable energy resources. It aims to establish a core park for the Zhangjiakou national hub node of the national integrated computing network, positioning the facility as a green, large-scale AI computing benchmark in North China.
The investment framework agreement serves as a non-legally binding guideline for strategic cooperation. Specific terms will be detailed in definitive agreements, and further announcements are expected to follow in compliance with relevant listing rules.
