Haidian Charts Course for Global AI Leadership Across 8.65 Square Kilometers

On August 31st, the Information Office of the Beijing Municipal People's Government held a press conference on the construction work plan for the China (Beijing) Pilot Free Trade Zone Linkage Development Area. Officials from the Municipal Commerce Bureau, Haidian District, Mentougou District, Changping District, Huairou District, and the Beijing Economic-Technological Development Area Management Committee attended the conference to introduce their work and answer questions from reporters. The event was moderated by Ye Chang, Director of the External Publicity Division of the Municipal Party Committee's Publicity Department.

When asked about the achievements Haidian District has made in the development of the AI industry and how the new Linkage Development Area plan will further promote high-quality AI industry growth, Sui Xiaofeng, a member of the Standing Committee of the Haidian District Party Committee and Deputy District Head, provided a detailed response. He emphasized that AI is Haidian's core advantageous industry and a key lever for supporting national strategic scientific and technological strength. In recent years, Haidian has thoroughly implemented national and municipal strategic deployments, leading to significant industrial progress. Firstly, the scale and quality of the industry have steadily improved. In 2025, the core output value of AI in Haidian exceeded 350 billion yuan, an annual growth rate of 30%. There are now over 2,000 AI enterprises in the district, accounting for approximately 80% of the city's total, including one trillion-yuan-level and seven hundred-billion-yuan-level leading enterprises, along with nearly 40% of the city's unicorn companies. Secondly, innovation platforms are highly concentrated. The district is home to 5 national key laboratories in the AI field, 4 new R&D institutions, 5 national AI industry-academia-research integration innovation platforms, 12,300 AI scholars, and approximately 90,000 AI professionals. Thirdly, the ecosystem support system is robust. Haidian took the lead in formulating the country's first "Generative AI Intellectual Property Guidelines," was approved to build the National University AI Regional Technology Transfer and Commercialization Center (Beijing), and has put the Beijing Medicine and Health Trusted Data Space into use. As a result, Haidian has become one of the most vibrant and resource-rich regions for AI innovation in China.

To accelerate the construction of a globally influential AI industry highland, Haidian has prepared the "Implementation Plan for the Construction of the Haidian Linkage Development Area of the China (Beijing) Pilot Free Trade Zone" ("Implementation Plan") based on the deployment of the national work plan. This document systematically outlines three core pillars: functional positioning, spatial layout, and key tasks. Regarding functional positioning, the Implementation Plan clarifies that the area will be guided by high-level opening-up, centered on institutional innovation, and supported by scientific and technological innovation. It focuses on AI foundational R&D, technological breakthroughs, and scenario applications, promoting the deep integration of innovation, industrial, capital, and talent chains to build a globally influential AI industry hub. In terms of scope, the Haidian Linkage Development Area covers a total area of 8.65 square kilometers, encompassing six parks with vibrant AI activity: the AI North Latitude Community focuses on supporting "one-person company (OPC)" entrepreneurship; the AI Origin Community was selected for the 2025 "Global Top 10 Innovation Districts"; Zhongguancun Software Park is one of the country's most concentrated software and information service industry parks; Shangdi Information Industry Base gathers leading internet and AI enterprises; Dongsheng Science and Technology Park is home to the country's first embodied intelligence innovation industrial park; and Xisanqi Science and Technology Park hosts the Haidian Smart Valley Pilot Testing Port. These six parks together form a complete chain from foundational R&D and pilot testing to scenario implementation, transforming the industry from "point-based clustering" to "chain-based synergy."

The Implementation Plan also outlines 12 key tasks with precision, innovatively proposing to build a national-level AI standards hub, support pilot projects for collaborative computing power scheduling in the Beijing-Tianjin-Hebei region, and establish a comprehensive service system for AI enterprises expanding overseas. These initiatives target key areas such as rule-setting influence, computing power coordination, and international circulation, creating the "Haidian advantage" for high-quality AI industry development. Additionally, Haidian will foster an open collaboration model of "source innovation in Haidian, scenario applications in multiple locations," sharing scenarios with Shijingshan, Fengtai, Mentougou, and other districts to promote the broader application and transformation of Haidian's AI technological achievements. With the blueprint in place, the district is committed to implementing these tasks effectively, contributing to Beijing's goal of becoming a global AI innovation hub, and inviting media partners to continue following and promoting the development of the Haidian Linkage Development Area.
