他称该做法由他“mandated”，并表示电价“可能出现大幅下降”。他写道：“If companies want to make their Data Centers popular, pay the community, and/or individuals within the community, a ‘dividend.’”（若企业想让数据中心受欢迎，就向社区及个人支付“股息”）。
他还说，曾“不受欢迎”的项目在“达成财务协议”后“变得非常受欢迎”，并呼吁加快建设。
