Changsha's Manufacturing Sector Accelerates Toward a New Stage

Changsha's industrial system is turning the blueprint of its 15th Party Congress into concrete action, with the city targeting a national advanced manufacturing hub.

Strengthening the industrial chain foundation

The city has consolidated its 17 original industrial chains into 11, shifting from scale expansion to quality improvement and from single-chain reinforcement to cluster coordination. Companies like Wanxin Precision have entered humanoid robot joint modules from the reducer sector, achieving mass production from prototype in under half a year, while Feiyi Stock focuses on mining solid waste paste filling equipment and has been recognized as a national manufacturing single-item champion.

Changsha has cultivated 243 national-level specialized and innovative "little giant" enterprises and 42 national manufacturing single-item champions, ranking fifth among China's top 100 advanced manufacturing cities and becoming the world's second city with more than five of the world's top 50 construction machinery enterprises. By 2030, the city aims to nurture seven hundred-billion-yuan enterprises, seven hundred-billion-yuan industries, two world-class industrial clusters, and ten national-level industrial clusters.

Driving parks toward connotative development

The city's industrial parks, occupying just 5% of the area, host 65% of regulated industrial enterprises, 75% of regulated industrial output, 75% of industrial tax revenue, and all hundred-billion-yuan projects. Wangcheng Economic Development Zone serves as an observation window, introducing a "five-dimension" mechanism with the "448" hard standard for investment admission, incorporating per-mu tax revenue and per-mu operating income into contracts. Desay Battery's energy storage cell project, with a total investment of 10 billion yuan, transformed a formerly idle logistics land parcel into a smart production workshop after nearly 30 rounds of negotiations. The zone has revitalized over 2,000 mu of inefficient land, with total regulated industrial output surpassing the hundred-billion-yuan mark in 2025. By 2030, Changsha aims to build one five-hundred-billion-yuan park, add three two-hundred-billion-yuan parks, and reach nine parks at the hundred-billion-yuan level or above.

Building an "AI plus manufacturing" benchmark

Changsha is advancing its "intelligent empowerment for ten thousand enterprises" initiative, improving the "AI factory" cultivation and digital-intelligent transformation service system, and promoting both intelligent industrialization and industrial intelligentization. At Zoomlion's smart industrial city, dozens of humanoid robots work in pre-assembly, sorting, and quality inspection stations, with one excavator rolling off the line every six minutes on average. Viewtrix's AI plus 3D vision system automates steel plate cutting, while Lens Technology shipped over 3,000 humanoid robots annually, with its Lens Intelligent Yong'an Park delivering mass-produced assembled robots.

Changsha's approach to AI focuses on physical AI rather than blindly following general large model trends, anchoring to core scenarios in advanced manufacturing and using industrial applications to drive technological breakthroughs. The city's construction machinery cluster has ranked first nationwide for 16 consecutive years, and its six hundred-billion-yuan manufacturing clusters form the densest "training ground" for physical AI. By 2030, the city's AI industry scale is targeted to reach 150 billion yuan, with over 500 regulated AI enterprises.

By strengthening foundations through chains, gathering momentum through parks, and empowering through intelligence, Changsha is transforming the Party Congress spirit into projects, production lines, and technologies. An official from the Changsha Municipal Bureau of Industry and Information Technology stated that the city's industrial and information technology system will implement the Party Congress deployments and serve as a vanguard in building a national important advanced manufacturing hub.
