The successful hosting of the Shanghai Cooperation Organization Tianjin Summit has provided new momentum for Tianjin to further promote high-quality development of the service industry and high-level opening-up," said Mu Shengjun, Deputy Secretary of the CPC Hexi District Committee and District Mayor, at the "Tianjin Invitation·Smart Convergence Hexi" and "Discussing New Opportunities for Service Industry Opening-up" themed salon on the 23rd. He stated that Hexi District serves as Tianjin's administrative, commercial, financial, and cultural center, and is an important window for the city's international exchanges and external communications. The district will enhance its regional "technology content" through platforms such as Tiankai Hexi Park and the low-altitude economy pilot demonstration zone, creating a favorable business environment for enterprises investing in the district.
At the event, the "Hexi District Service Alliance for Hong Kong, Macao, Taiwan and Overseas Investors" was officially established, with 10 organizations joining as founding members. The alliance aims to provide comprehensive services and support for Hong Kong, Macao, Taiwan and overseas individuals developing in Tianjin's Hexi District, promoting regional private economic development.
According to reports, Hexi District's GDP volume and growth rate in the first half of this year both ranked second citywide, continuing its seven-year streak of leading among central urban districts. The district continues to build a livable environment through improvements in transportation, healthcare, and education. It has optimized the business environment by establishing the city's first "cross-provincial services and efficient one-stop processing" government service hall, and leverages its "one-hour to Beijing" location advantage to integrate into Beijing-Tianjin-Hebei coordinated development.
A relevant official from Tianjin Municipal Financial Office stated that Tianjin, positioned as a "Financial Innovation Operation Demonstration Zone," promotes deep integration of technological innovation and industrial innovation through financial innovation, supporting integrated development of ports, industries, and cities. As one of the few cities nationwide with a complete financial "license portfolio" and the only northern city with free trade accounts, Tianjin will continue optimizing its financial ecosystem, aiming to build an internationally leading national leasing innovation demonstration zone and national commercial factoring hub.
Regarding talent attraction, a relevant official from Tianjin Municipal Human Resources and Social Security Bureau indicated that Tianjin supports overseas talent development through four aspects: policy support, entrepreneurship platforms, industrial ecosystems, and living guarantees. The city utilizes 14 overseas returnee entrepreneurship carriers including Concord Tianjin Overseas Returnee Innovation Park, establishes ten major industrial talent innovation and entrepreneurship alliances as platforms, and combines startup funding and other policies to facilitate technical cooperation and achievement transformation.
To ensure entrepreneurial success, Tianjin has introduced services including entrepreneurship guarantee loans, intellectual property financing, and green channels for professional title evaluation, providing conveniences for talent in areas such as residency registration and education.
