Empowering Dispute Resolution with Authoritative Technology: Legal Industry Builds a New Intelligent Ecosystem

The "15th Five-Year Plan" emphasizes that significant advancements in technological self-reliance are among the key economic development goals for the period. It calls for accelerating the efficient application of major scientific achievements, establishing platforms for concept and pilot verification, expanding the construction and openness of application scenarios, and strengthening the protection and utilization of intellectual property. Additionally, it highlights the importance of enhancing legal, ethical, integrity, and security frameworks in technology.

In August this year, the State Council officially released the "Opinions on Deepening the 'AI+' Initiative," explicitly advocating for a comprehensive push toward AI integration. The initiative aims to accelerate the development of new infrastructure, technological systems, industrial ecosystems, and job opportunities, fostering the growth of advanced productive forces and ensuring that the benefits of AI development are shared by all, thereby supporting China's modernization efforts.

In the AI era, the legal industry is constructing a new intelligent ecosystem to make legal tools more accessible and services more inclusive. The integration of "AI + law" is empowering diversified dispute resolution mechanisms.

**Addressing Industry Pain Points: Creating an Authoritative Smart Mediation Model** During the handling of public reports, it was found that over 60% of complainants had misconceptions about legal procedures, such as incomplete evidence or vague claims. Nearly 90% lacked sufficient legal knowledge, often resorting to media exposure as their first solution, which sometimes delayed or forfeited optimal mediation and negotiation opportunities. Zhang Yejun, founder of Niumei Data, noted that while media exposure raises public awareness, it may also limit negotiation flexibility. Legal avenues remain the preferred method for resolving disputes.

Against this backdrop, on November 8, "MediaAI," a joint initiative by Xiaobaogong Legal AI and Niumei Data, was officially launched in Guangzhou. This collaboration aims to develop an intelligent assistant to help complainants organize case details, plan actions, and standardize evidence submission, while assisting media professionals in assessing the authenticity and reportability of claims.

Zhang Yejun explained that "MediaAI" is the result of deep collaboration between Xiaobaogong Legal AI and Niumei Data, combining professional legal expertise with precise media scenarios to create a competitive edge.

Wang Yanling, founder of Xiaobaogong Legal AI, stated that as AI becomes deeply integrated into social governance, the platform leverages its industry-academia-research advantages to provide an intelligent legal solution covering "consultation-mediation-litigation" processes. This supports the implementation of diversified dispute resolution mechanisms in China.

Originally serving legal professionals such as prosecutors, judges, and lawyers, Xiaobaogong has evolved through iterative optimization. A specialized evaluation by 37 judges confirmed its high accuracy in responses and case recommendations, with 80% of trial teams actively using it across judicial processes like case filing, petitions, and enforcement.

Technologically, Xiaobaogong employs a dual-engine architecture of "general large models + legal large models," supported by over 200 million legal documents, 4.2 million laws and regulations, and non-public judicial data. It features a dynamic update mechanism, revising thousands of legal interpretations daily to address industry challenges like AI "hallucinations," traceability issues, and outdated information. Each response is backed by legal references and case support, ensuring precision and reliability.

**Responding to National Initiatives: Building New Legal Solutions** With the lowering of court filing thresholds and a surge in cases, traditional dispute resolution methods face challenges. Wang Yanling emphasized that Xiaobaogong Legal AI’s end-to-end solution helps the public clarify legal boundaries and resolve doubts in an accessible manner, reducing litigation at its source and serving as a fundamental strategy for national governance.

From being a "digital partner" in grassroots legal education to a "smart assistant" for lawyers, and from a "convenient channel" for cross-border litigation to a "fair benchmark" in judicial trials, AI is injecting new momentum into legal construction in diverse forms.

Wang Yanling highlighted that Xiaobaogong Legal AI aligns with the "15th Five-Year Plan" and the "AI+" initiative by independently developing a legal content model. It leverages vast legal datasets and adopts a dual-model engine of "advanced general models + specialized vertical models" to expand applications across legal scenarios and empower a new ecosystem for dispute resolution.

As an integrated platform, Xiaobaogong Legal AI offers free legal case searches and provides compute-intensive services like smart legal report generation at low cost. Wang Yanling aims to sustain R&D investments through government procurement and public services while optimizing user experience.

On data security, Xiaobaogong implements a triple-layered protection mechanism: high-security cloud deployment via Alibaba Cloud, automatic desensitization of contracts and sensitive information, and strict internal access controls. Only core developers can access data under specific conditions, supported by regulations and training to safeguard user information.
