Qinghai Provincial Department of Natural Resources Warns: Fraudsters Impersonating Officials to Sell Legal Documents

On August 7, 2026, the Qinghai Provincial Department of Natural Resources issued a warning notice on its official website, stating that recently, it has received reports from various localities about printing factories and cultural companies impersonating the department to send "subscription notices" via fax, phone, or email to local authorities, demanding the purchase of legal documents, work manuals, and other materials. This behavior disrupts normal work order and could lead to financial losses at the grassroots level.

To help authorities accurately identify and effectively prevent such issues, the Qinghai Provincial Department of Natural Resources provides the following reminders: First, the department has not organized any such subscriptions. It has never issued any notice requiring local subscription of legal documents, compilations, or manuals, nor has it authorized or entrusted any enterprise or individual to conduct such sales activities. Any direct request for subscription and payment in the name of the department is fraudulent or fictitious. Second, remain vigilant and verify the authenticity of official documents. Official documents from the department have standardized procedures and formats, issued through confidential channels or the OA office system. If a similar "notice" is received, carefully check the issuing unit, seal, and document format for compliance, and do not trust informal files sent via fax or email. Third, enhance prevention and do not be deceived. All city and prefecture natural resources departments are urged to relay this warning to their subordinate units to raise awareness. If such sales attempts occur again, they should be ignored.

It is noted that similar incidents of fraudsters impersonating provincial government agencies to sell books and materials have occurred frequently. On April 15, 2026, the Guizhou Provincial Emergency Management Department issued a statement that, recently, fraudsters impersonated its staff to illegally sell books to units, enterprises, and individuals. The department solemnly declares that it and its staff have never sold any books to any unit, enterprise, or individual. All parties are urged to stay vigilant, enhance prevention, and not be deceived. If similar situations occur, report them to the public security authorities. On February 16, 2023, the Shaanxi Provincial Department of Housing and Urban-Rural Development issued a warning that, recently, housing departments across cities reported fraudsters impersonating its legal department staff, calling city and county housing departments to demand subscription of books on urban construction. All units are urged to remain vigilant, inform each other, and guard against deception. If other similar illegal acts of subscribing books or selling products in the name of the department are found, verify with the department and report to local public security authorities. On December 2, 2021, the Hainan Provincial Department of Civil Affairs issued a statement that, recently, it received complaints about fraudsters impersonating its staff or the staff of the Hainan Provincial Social Organizations Administration Bureau to sell books or invite participation in activities. The department sternly declares: First, it has never sold any books or materials externally. Second, it will report such illegal acts of impersonating state agencies to the public security authorities. Third, all relevant units and social organizations should remain vigilant, verify with the Social Organizations Administration Bureau or report to the public security authorities when receiving similar fraud information about selling books, fundraising, or investment participation. Fourth, individuals, enterprises, and other institutions are reminded to stay cautious when participating in social organization activities, verify their legal status in advance, and carefully review the organization's charter provisions before joining and paying fees to avoid being deceived.
