Ministry Sets 2030 Target for Widespread Deployment of Autonomous Vehicles

The Ministry of Industry and Information Technology has unveiled its latest blueprint for the intelligent connected new energy vehicle sector on the 11th, mapping out the industry's trajectory through 2030 under the "15th Five-Year Plan".

The strategic document establishes one overarching objective alongside four specific goals designed to cement China's position in the global automotive landscape. The primary benchmark for 2030 is to solidify the competitive advantages of the nation's intelligent connected new energy vehicle supply chain, securing China's entry into the ranks of the world's foremost automotive powers. Domestically, new energy passenger vehicles are targeted to represent 70% of total new car sales, while commercial vehicles should reach 40%, and vehicles equipped with autonomous driving capabilities are expected to achieve large-scale commercial deployment.

On the technological front, the plan sets precise performance standards. Passenger vehicle average fuel consumption is to be reduced to 3.3 liters per 100 kilometers, and pure electric passenger vehicles should reach an average energy consumption of approximately 11.5 kilowatt-hours per 100 kilometers. High-level autonomous driving is slated for implementation across highways, urban expressways, and select city roads, signaling a major leap in real-world driving automation.

The industrial structure goals emphasize a significant digital and intelligent transformation, with total labor productivity projected to rise 15% compared to 2025 levels. The plan also calls for nurturing several complete vehicle manufacturers capable of breaking into the global top ten in sales, alongside suppliers that would rank among the world's top 100.

Regarding internationalization, the strategy aims to elevate the prestige of Chinese automotive brands and expand China's influence in setting international standards and regulations. On the economic and social front, the automotive industry's role as a pillar of the national economy is expected to strengthen further. The plan aligns with the national commitment to peak carbon emissions before 2030, driving the supply chain toward accelerated green and low-carbon transitions. Furthermore, the safety performance of vehicles carrying autonomous driving systems is anticipated to improve dramatically, ensuring that this technological shift is both revolutionary and secure.
