On September 24, the Cyberspace Administration of Jiangsu Province issued an announcement that 12 entities across the province had passed national filings for generative artificial intelligence services. Among them, the "Fukes After-Sales Service Large Model" and the "Houyuan Large Model," independently developed by enterprises in Taicang, successfully passed review and security assessment by the Cyberspace Administration of China. The number of approved filings accounted for one-third of Suzhou's total.

Since 2025, Taicang has completed filings with the Cyberspace Administration of China for five large models and seven algorithms.

Relying on the province's first county-level "AI+" cybersecurity service window, Taicang's cyberspace authorities provide a one-stop, full-lifecycle solution for enterprises seeking generative AI large model filings, offering 28 services including compliance consulting, cybersecurity protection, content detection, and exchange and matchmaking.

The authorities continuously improve mechanisms for information dissemination, policy guidance, regular visits, and filing coaching, establish a list of enterprises with filing potential, and proactively invite and coordinate with higher-level cyberspace authorities to conduct research and coaching visits in Taicang. Dedicated communication groups have been set up for filing enterprises to achieve closed-loop services featuring precise policy delivery, efficient collection of needs, and timely responses to issues.

An "AI+" security governance alliance has been innovatively established, and a special campaign titled "Cyberspace Empowering Enterprises, Safeguarding Development" has been carried out. Cyberspace staff and professional engineers have been organized to provide on-site services such as penetration testing and vulnerability scanning 23 times. A content security risk monitoring and early warning mechanism for large models has been built, and free content detection services have been provided six times, safeguarding enterprise filings with professional expertise.

Large model filing work serves internally as a compliance passport for enterprises to provide generative AI services, and externally as a core qualification for participating in bidding, obtaining policy support, and engaging in industrial cooperation. For the city as a whole, it helps regulate the development of the AI industry, gather industrial chain resources, promote the implementation of large models in industry scenarios, and cultivate new quality productive forces in artificial intelligence.

Next, Taicang's cyberspace authorities will further focus on the development needs of the generative artificial intelligence industry and fully safeguard the high-quality development of the city's digital economy.
