Shanghai: Enhance Intellectual Property Finance Service Professionalism and Guide Commercial Banks to Improve Specialized IP Pledge Financing Management Systems

On December 26, the Shanghai Financial Regulatory Bureau, the Shanghai Intellectual Property Office, the Shanghai Copyright Bureau, and the Shanghai Municipal Party Committee's Financial Office jointly issued a notice on the "Action Plan for Promoting the Comprehensive Pilot Work of the Intellectual Property Finance Ecosystem in Shanghai." The plan proposes enhancing the professional standards of intellectual property financial services. It aims to drive financial institutions within its jurisdiction to elevate their specialization levels and build professional teams. Commercial banks will be guided to improve specialized management systems for intellectual property pledge financing and to research and formulate supportive policies for intellectual property pledge financing business. Continuous guidance will be provided for establishing technology sub-branches, specialized technology branches, and dedicated outlets for intellectual property pledge loans, fostering professional talents and teams for intellectual property pledge financing business to enhance service professionalism. Insurance institutions will be directed to strengthen the cultivation of professional teams and improve their service capabilities. Efforts to increase training on intellectual property finance business and policy promotion will be intensified to effectively enhance the operational level at the grassroots level.
