Guizhou Province has issued a total of 3,480 data intellectual property registration certificates as of August 12, 2026, involving 514 registered entities, with services extending across 23 provinces nationwide. This achievement places Guizhou third among the 17 national pilot regions and first among the nine second-phase pilots.

The milestone stems from Guizhou's coordinated acceleration of institutional frameworks and public service enhancements. In September 2024, the province formally introduced the Interim Measures for the Administration of Data Intellectual Property Registration in Guizhou Province, simultaneously launching the provincial registration platform. The Provincial IP Public Service Center was tasked with refining examination functions, standardizing registration procedures, review criteria, and management norms, thereby institutionalizing and routinizing data IP registration work and establishing both a structural framework and practical foundation for pilot implementation.

Since 2026, Guizhou has intensified efforts to unlock data value across priority sectors. In collaboration with six departments, including industry and information technology, transportation, culture and tourism, state-owned assets, and data management, the province issued the 2026 Guizhou Province Data IP Pilot Work Plan. This plan systematically outlines development pathways for data IP in key industries such as manufacturing, transportation, and cultural tourism, delineates specific tasks, sets implementation milestones, and provides a clear roadmap for data rights confirmation and IP commercialization across industries.

To address practical challenges facing market entities regarding data rights confirmation and IP conversion, Guizhou, together with multiple departments, released a second batch of 20 application scenario guidelines for data IP. These guidelines offer tangible, replicable benchmark cases that provide direct references for how data can be transformed into intellectual property, serving as practical models for registration, conversion, and application across various sectors. This initiative effectively bridges the final gap in policy implementation and stimulates active participation from market players.

"The goal is not just to register data, but to ensure it is utilized effectively and protected robustly," said an official from the Guizhou Provincial IP Office. Guizhou is now transitioning from single-focus registration to a comprehensive chain encompassing registration, application, protection, and management, promoting compliant, orderly, and efficient data element circulation. By fully activating the value of data assets, the province aims to sustain high-quality development of its digital economy and contribute Guizhou's experience to the national data IP pilot program.
