Joint Efforts Needed to Ensure Global Supply Chain Security and Stability

The recent interactions in Sino-U.S. economic and trade relations have attracted significant international attention. The U.S. government's frequent threats of imposing high tariffs to pressure China have proven to be an ineffective approach to managing relations. China's continual improvement of its export control system is a legitimate action within its sovereign rights, implemented in accordance with domestic laws and regulations. The U.S. should adopt a rational and pragmatic attitude, working alongside China to jointly maintain the security and stability of the global supply chain.

Since the Madrid talks between China and the U.S., the U.S. has introduced various trade restrictions against China. These measures include placing numerous Chinese entities on export control lists and expanding the regulatory scope through arbitrary rules that impact thousands of Chinese companies. Ignoring China's concerns and goodwill, the U.S. has proceeded with maritime and logistics measures as well as 301 actions that seriously harm China's interests, undermine the atmosphere for bilateral trade talks, disrupt international trade norms, and create negative impacts on the economic relationship between the two countries.

The U.S. fixation on China's export control measures on rare earths reflects a typical double standard. As a responsible major country, China insists on harmonizing national security with international common security. Considering the current turbulent international situation and the military conflicts that frequently arise, China's implementation of export controls on relevant rare earth items is aimed at maintaining world peace and regional stability, in compliance with international non-proliferation obligations. It is important to emphasize that China's export controls do not equate to a ban on exports; compliant requests will be approved according to law, and China is willing to enhance dialogue and communication with all nations to better safeguard global supply chain security and stability.

In contrast, the U.S. has long generalized national security concepts, misusing export controls, and imposing discriminatory restrictions against China, including unilateral long-arm jurisdiction measures on semiconductor equipment and chips. Currently, China's export control list includes just over 900 items, while the U.S. list exceeds 3,000. In response to China's legal improvements to its export control system, the U.S. has aggressively threatened with high tariffs and export controls, causing turmoil in global markets and casting a shadow over the world economy.

In the face of unwarranted suppression, China's stance is clear and firm: it is ready to engage in a full-fledged response to aggression and is open to discussions. Intimidation tactics, and attempts to form alliances against China, are not the correct ways to deal with it. China has ample measures and tools to counteract any actions that infringe upon its interests. Such responses are not only to defend its legitimate rights but also to uphold international fairness and justice.

China has consistently adhered to the principles of equality and mutual benefit, taking into account the common interests of the international community. It seeks to enhance mutual trust, reduce misunderstandings, and strengthen cooperation with the U.S. through equal dialogue, thereby playing a major role in maintaining global supply chain security and stability.

After provoking a series of disruptions, the U.S. now claims to seek stable relations. If the U.S. is genuinely sincere, the answer is evidently clear. In the past four rounds of negotiations, China and the U.S. reached several important consensuses that effectively stabilized their bilateral economic and trade relations, also generating positive expectations for the global market. This demonstrates that with mutual respect and equal negotiations, China and the U.S. can effectively manage their differences and find solutions, provided that the U.S. maintains consistency in its words and actions.

If the U.S. continues on its current path, China will resolutely take corresponding measures to protect its legitimate rights. A recent report by People's Daily shows that over half of American respondents believe the U.S. is becoming "more closed and protective," a view significantly higher than in other countries. Approximately half of respondents view U.S. protectionist policies as a major obstacle, and nearly 80% expect lower tariffs and facilitation of trade and investment liberalization.

It is hoped that the U.S. will not swim against the tide of public sentiment. Preserving a healthy international economic trade order and ensuring the security and stability of the global supply chain is a shared responsibility for all parties. The U.S. should adopt a sincere attitude towards dialogue and quickly return to constructive negotiations, ensuring the stable, healthy, and sustainable development of Sino-U.S. economic and trade relations, thereby injecting more certainty and positive energy into global economic development.
