Beijing Unveils 15 Measures to Build High-End Medical Device Industry Hub

On November 24, six departments including the Beijing Municipal Bureau of Economy and Information Technology jointly issued the "Several Measures to Promote High-Quality Development of Beijing's Medical Device Industry" (hereinafter referred to as the "Measures"). The policy introduces 15 specific initiatives across five dimensions—R&D and registration, commercialization, ecosystem clustering, digital empowerment, and international cooperation—covering nearly the entire medical device industry chain. The measures aim to foster both "innovation breakthroughs" and "practical implementation," positioning Beijing as a globally influential hub for high-end medical devices. The policy takes effect on November 24, 2025, and will remain valid until December 31, 2028.

Among the highlights, the "Measures" accelerate the integration of "AI + healthcare," encouraging medical institutions to adopt new AI-assisted diagnostic technologies by referencing existing AI medical service pricing models. For medical device companies, challenges such as difficult R&D, slow market entry, and promotion hurdles are addressed through a comprehensive "full-chain" support system.

The policy promotes collaboration among enterprises, research institutions, and medical facilities to form cross-disciplinary innovation consortia. Initiatives like the Capital Medical Technology Innovation Commercialization Promotion Plan and the "Win the Future" public roadshow will drive cutting-edge innovations to market. To expedite approvals for clinically urgent devices, inspection timelines are streamlined: passive medical devices and diagnostic reagents will now undergo testing within an average of 60 working days, while active devices will be processed within 90 working days.

To facilitate commercialization and adoption of innovative devices, eligible products will be included in the "Zhongguancun Innovative Medical Device Catalog" and the "Beijing Major First-Set Technical Equipment Catalog." Hospitals will receive targeted promotion efforts, including regular product showcases and streamlined procurement mechanisms. Additionally, the "Measures" support joint medical-enterprise training and demonstration centers for innovative devices, with funding for national high-end medical equipment promotion projects. Two high-end medical equipment training bases will be established in northern and southern Beijing to showcase advancements.

The policy also strengthens the industry ecosystem by backing high-quality industrial spaces and incentivizing breakthroughs in key components and raw materials. Enterprises and consortia tackling these challenges may receive up to RMB 30 million, covering 30% of project costs, to enhance supply chain resilience.

Embracing digital transformation, the "Measures" position digital empowerment as a key driver for industry upgrades. Initiatives include accelerating high-quality healthcare datasets, refining data-sharing policies, and supporting data governance platforms in pilot zones. Medical device firms partnering with AI developers to create industry-specific large models may qualify for up to RMB 30 million in computing cost subsidies for achieving domestic or global leadership.
