Huabao International Surges Over 12% in Afternoon Trade as China's HNB Regulatory Framework Takes Shape

Huabao International (00336) shares jumped more than 12% in the afternoon session, buoyed by fresh developments in China's heated tobacco product (HNB) regulatory landscape. The stock was trading 12.16% higher at HK$3.46 at the time of writing, with turnover reaching HK$54.87 million.

In late July, the State Tobacco Monopoly Administration issued a draft of the mandatory national standard for heated tobacco products, with implementation slated for six months after the official release. According to Industrial Securities, this marks the first time the draft has specified detailed requirements for heated tobacco sticks, devices, and aerosol, further solidifying the domestic HNB regulatory framework.

China's HNB sector is expected to continue revolving around the China National Tobacco Corporation system and its tobacco material supply chain, which bodes well for suppliers possessing established relationships with CNTC clients, comprehensive product line capabilities, and a first-mover advantage in validation. Northeast Securities notes that domestic cigarette demand faces considerable growth headwinds, making the liberalization of HNB a necessary step to revitalize the tobacco market.

The publication of the heated tobacco product standard for public comment signals a transition for China's HNB industry from a period of policy ambiguity into a phase of clearly defined rules. The emergence of HNB and oral nicotine pouches is set to generate fresh demand for flavors and fragrances, which is expected to benefit the company's tobacco flavor business.
