Henan Province Successfully Raises 9.437 Billion Yuan via Government Bond Issuance

Henan Province has successfully issued government bonds totaling 9.437 billion yuan in Shanghai.

Within this issuance, new special bonds amounted to 9.005 billion yuan. These funds are designated for 146 projects across key sectors, including social services, municipal and industrial park infrastructure, affordable housing projects, and agriculture, forestry, and water conservancy.

Additionally, refinancing special bonds worth 432 million yuan were issued to replace existing implicit debt.

The bond issuance featured a range of maturities and corresponding interest rates. The breakdown is as follows: 1.119 billion yuan for a 5-year term at a rate of 1.49%; 631 million yuan for 7 years at 1.62%; 574 million yuan for 10 years at 1.79%; 440 million yuan for 15 years at 2.15%; and 6.673 billion yuan for a 30-year term carrying an interest rate of 2.36%.

Moving forward, the provincial finance department will strengthen the management of funds from the new special bonds allocated for project construction. The focus will be on ensuring funds are precisely directed to their designated projects to swiftly generate tangible progress and support high-quality economic development across the province.

For the refinancing special bonds used to replace existing implicit debt, oversight will be intensified. Authorities will guide and supervise various cities in carrying out the debt replacement process effectively. This effort aims to prevent the recurrence of debt after clearance, mitigate debt risks, and solidly consolidate the achievements of debt resolution.
