Chongqing's Shapingba District Advances Digital Upgrade of Early Warning Response Systems

Chongqing has launched a pilot program in Shuangbei Subdistrict, Shapingba District, to enhance the digital transformation of early warning response mechanisms. Building on the existing digital meteorological "early warning linkage" framework that connects municipal, county, township, community, and grid levels, the initiative aims to achieve intelligent five-tier connectivity for segmented, graded, categorized, and layered early warning response instructions. This will enable rapid and precise delivery of "meteorological warnings + response directives" to community grid personnel.

Under the plan, the pilot will refine the granularity of warning responses by leveraging two platforms: the Municipal Meteorological Bureau’s intelligent early warning information distribution system and the Chongqing Comprehensive Early Warning App. Efforts will focus on developing and improving Shapingba District’s 24-category natural disaster risk perception database, emergency response personnel information repository, 13 types of typical scenario response plans, and an early warning response instruction library.

The initiative also emphasizes platform integration to achieve five-tier early warning notification connectivity. By successfully integrating the intelligent early warning distribution system, the three-level governance center, and the "141" grassroots smart governance platform, a dedicated "early warning notification" module has been launched. Following process optimization, the system now ensures intelligent linkage between "issuance" and "notification," efficient coordination between "warning" and "response," and precise alignment of "directives" with "roles."

Additionally, the pilot program strengthens two-way interaction by establishing a closed-loop responsibility mechanism for "execution" and "feedback." Upon receiving early warning notifications, responsible personnel at all levels are required to immediately implement corresponding measures and provide real-time feedback on task progress via mobile devices to the "141" grassroots smart governance platform. Relevant information is simultaneously relayed back to the three-level governance center and the intelligent early warning information distribution system.
