The Shanghai Municipal Development and Reform Commission has issued an action plan to implement national measures aimed at boosting private investment. The plan calls for refining the city's industrial map, with a sharp focus on core sectors such as integrated circuits, biomedicine, and artificial intelligence.
It also targets emerging pillar industries including new intelligent terminals, smart robots, commercial aerospace, satellite internet, the low-altitude economy, and advanced materials. Future frontier technologies like quantum computing and brain-computer interfaces, along with producer services such as IT, professional, and industrial services, are also highlighted for targeted investment attraction and supply chain development.
The plan mandates the removal of unreasonable barriers to entry in the service sector, prohibiting any obstacles beyond standard environmental, health, safety, quality, and fire regulations. In frontier and competitive industries, the state will optimize its enterprise layout by establishing a dynamic entry-and-exit mechanism.
This will be achieved through investment cooperation, restructuring, mergers, joint industrial projects, and the formation of alliances with private companies. Key areas for collaboration include photonic chips and devices, hydrogen energy and storage, satellite internet, gene and cell therapy, controlled nuclear fusion, and the low-altitude economy, where joint efforts in technology open-sourcing, project partnerships, and technology transfer will be pursued.
