香港金管局印发实施稳定币发行人监管制度，任何机构有意申请牌照以进行受规管稳定币活动，应向牌照组表达其意向。此举有助进行初步、非正式的讨论，让牌照组能更深入了解其背景及业务模式，以及确保其充分了解发牌程序及金融管理专员对最低准则的要求。有关讨论可避免在时机未成熟时提交申请，而且还可以缩短处理其后申请所须的时间。
金融管理专员如就牌照申请的裁夺批给牌照，授权其进行有关申请所涉及的任何受规管稳定币活动，有关牌照可受金融管理专员认为适合的任何条件所规限。除非金融管理专员信纳，如批给有关牌照，就有关持牌人适用的最低准则均会获符合，否则金融管理专员不得批给牌照。
香港金管局：截至今日，金管局尚未发出任何牌照。
