Charting the 15th Five-Year Plan: Changjiang in Hainan Advances Clean Energy, Green Computing, and Advanced Materials Hubs

With the arrival of the 15th Five-Year Plan period, Changjiang Li Autonomous County is solidifying its role as Hainan's largest clean energy base and the sole location for the province's nuclear power facilities. At a press conference held on September 8 in Haikou, local authorities detailed an ambitious roadmap for the coming years, focusing on three core industrial pillars to accelerate regional development.

The county's strategy centers on building a modern industrial system by advancing nuclear and offshore wind projects. Key actions include completing units 3 and 4 of the Changjiang nuclear power plant, launching construction on units 5 and 6, and developing a 6.2-gigawatt offshore wind project. By the end of the 15th Five-Year Plan period, clean energy generated here is projected to account for over 60% of Hainan's total electricity consumption.

Officials from the county's science and industry bureau highlighted a shift from merely exporting power to integrating energy production with local industries. A notable initiative involves connecting the Linglong One, the world's first commercial onshore small modular reactor, directly to data centers. This approach, alongside green power links from offshore wind, is designed to boost local energy consumption and empower industrial growth.

On the computing front, Changjiang aims to leverage its distinct mix of stable clean energy, Hainan Free Trade Port policies, and access to international markets. Unlike regions relying solely on low-cost electricity or market proximity, this location emphasizes a unique combination of green energy, institutional openness, and global connectivity. The focus is on developing cross-border data services by utilizing favorable conditions for data flows, international communications, and equipment imports, thereby attracting a full supply chain of computing equipment, systems integration, and network services to establish a key green computing hub.

In the materials sector, the county plans to modernize traditional industries, such as mining and cement, through technological upgrades and digital transformation. Efforts will promote the recycling of tailings, industrial waste, and end-of-life vehicles. Additionally, anchored by the Chenguang rare earth project, the local government intends to cultivate advanced inorganic non-metallic materials, new energy materials, and resource recovery materials, steering the resource-based economy towards deeper processing and higher value-added manufacturing.
