Shanghai Electric Creates Municipal "Pilot Model" in Skill Talent Evaluation, 124 Senior Technicians Receive Autonomous Certification

Recently, Shanghai Electric's 2025 work summary and 2026 mobilization meeting for the "Combined Assessment and Direct Competition Certification" initiative was held at its Shanghai Turbine Plant. In 2025, Shanghai Electric achieved a historic breakthrough in the field of skill talent evaluation by successfully applying for and implementing a Senior Technician certification project, establishing itself as a pilot model for Shanghai Municipality.

Through the innovation of a multi-dimensional "Enterprise Multi-dimensional Evaluation + Group Comprehensive Assessment" system, the program covered 7 major trades, completed the development of 107 sets of position-specific question banks, and assembled a team of nearly 200 expert assessors. This marked the first large-scale autonomous certification and issuance of Senior Technician qualifications by the company, filling a critical gap in the evaluation standards for these specific trades.

At the meeting, 124 representative Senior Technicians were awarded their professional qualification certificates, while outstanding teams from the "Combined Assessment" specialized labor competition were commended. Notably, Zhuang Qiufeng from the Shanghai Turbine Plant was selected among the first cohort of "Great Nation Craftsmen," setting a benchmark for skill talent development.

Looking ahead to 2026, Shanghai Electric has defined three key priorities: anchoring the full pathway of the "New Eight-Grade Worker" system to advance the evaluation and appointment of Chief Technicians and Special-Grade Technicians, thereby building a "pinnacle echelon" of skilled talent; deepening innovation in evaluation models by optimizing question banks and assessment systems while simultaneously strengthening the expert team; and expanding the coverage of the evaluation model to more trades and upstream/downstream enterprises, alongside building a skills competition platform to ignite participation enthusiasm across the entire workforce.
