On September 11, China's Ministry of Industry and Information Technology officially issued the "AI + Software" Special Action Implementation Plan, marking a significant policy move to accelerate the integration of artificial intelligence into the software sector.

The action plan sets clear milestones for the coming years. By 2028, the intelligence level of the software and information technology services industry is expected to rise considerably, with the initiative aiming to extend adoption across 20,000 scaled software enterprises.

Under the new framework, the ministry plans to implement a total of 100 intelligent technology renovation projects for software firms, in addition to cultivating 100 benchmark applications of intelligent agent software within key industries. Furthermore, the strategy targets the incubation of more than five pivotal open-source projects to strengthen the domestic ecosystem.

Looking further ahead, by 2030, the convergence of artificial intelligence with the software and information technology services industry is projected to reach new heights. The plan expresses a clear ambition to elevate China's software and IT services sector toward the higher end of the global value chain, reinforcing the nation's competitive edge in this critical technological arena.
