Beijing's Business Scope Registration Reform: From Manual Searches to One-Click Precision for Enterprise Market Entry

Entrepreneurs launching ventures in emerging fields once faced a daunting hurdle: selecting the right business scope. "When registering a company, choosing the business scope alone was a headache," admits the head of a Beijing-based robotics technology firm specializing in AI and quantum information. "Flipping through the entire catalogue, we often couldn't find an exact match for our work."

That friction is now being eliminated. The Beijing Municipal Market Supervision Administration has introduced standardized business scope registration as a breakthrough reform, systematically tackling the difficulty of selecting appropriate scope codes for emerging industries, future industries, and AI OPC firms. The result is a replicable "Beijing Model" for streamlining market access.

157 "Themed Packages" for One-Click Entry

Frontier sectors like quantum information and artificial intelligence evolve rapidly, and traditional registration catalogs often fail to keep pace. To address this, the Administration has rolled out 40 "themed packages" focused on emerging and future industries, plus 17 additional packages tailored for AI OPC companies, incorporating over 600 standardized descriptions.

"This is essentially a menu prepared for enterprises," an Administration official explained. "Founders no longer need to search line by line; they simply select a package to complete their business scope declaration." The feature is deeply integrated into the registration system, allowing one-click selection and flexible adjustments.

For instance, a newly established AI company that once had to painstakingly search and manually enter its scope can now choose options like "OPC + Intelligent Agent Development Company" or "OPC + Algorithm Services Company." This automatically generates multiple compliant descriptions—including AI application software development and internet data services—slashing the entire process from at least 30 minutes down to a few minutes.

Over 29,000 Specialized Items Deepen Market Transparency

Standardized catalogs often lag behind industry innovation, a challenge seen nationwide. The Administration has pioneered a specialized business project catalogue with a routine update mechanism, clarifying how bespoke descriptions map to standard entries and streamlining the registration workflow for immediate online reporting and public verification.

Take a company focused on embodied intelligence R&D. Previously, they could only select generic terms like "intelligent robot research." This made it hard for clients to distinguish their work from traditional industrial robotics, increasing communication costs and slowing collaboration. Now, through a specialized project publication function, firms can precisely showcase niche activities—such as "humanoid robot joint module development" or "bionic dexterous hand design"—on an electronic business license QR code. Partners simply scan it to see exactly what the company does, markedly improving business matching efficiency.

To date, more than 29,000 specialized items have been catalogued, spanning 18 national economic sectors, enhancing both convenience and market visibility.

"e策达" (ePolicy Direct) Puts Policies in Front of Companies

The value of business scope data extends well beyond registration. By leveraging this data to build precise corporate profiles, the Administration has created the "e策达" value-added service, enabling intelligent policy matching and targeted delivery directly to company mobile devices.

"We used to spend countless hours searching for policies and applying through various departments," said the general manager of an information technology company. "Now the system pushes applicable policies straight to our phones; one tap and we can view the details." This innovation means benefits reach businesses instantly, using data to bridge the final mile of policy support. Companies report feeling the tangible convenience of policy dividends arriving at their doorstep.

Looking ahead, the Beijing Municipal Market Supervision Administration will continue refining the standardized registration system, optimizing the themed packages and specialized project catalogue. The goal is to further unlock the value of data, creating a more convenient, transparent, and predictable business environment for all enterprises, spanning emerging and future industries alike.
