Major projects serve as both a cornerstone for economic growth and a safeguard for public welfare, acting as the ballast stone for economic expansion and the accelerator for high-quality development.

The third quarter marks a critical period for achieving annual targets and the prime season for project construction. With a sense of urgency, Haikou is racing to capitalize on the construction window, pushing key projects to enhance efficiency and build momentum for success in the latter half of the year.

Public welfare projects in Jiangdong New District are advancing vigorously

Recently, at the construction site of the National Emergency Medical Rescue Base (Hainan) project, workers are busy moving between floors, conducting systematic functional debugging. As a provincial key project, the base covers a total floor area of 68,000 square meters, primarily consisting of a batch casualty treatment center (emergency rescue ward) and a teaching and research center, with a planned capacity of 300 beds. "The project has fully completed its construction tasks and passed the fire safety special acceptance, entering the critical stage of various special acceptances, system functional debugging, and delivery preparation," a project representative said. Once operational, it will effectively strengthen Hainan's hardware for treating severe and critical illnesses and trauma, significantly enhancing the region's capacity to handle major emergencies.

Educational facilities are also being upgraded simultaneously. The Hainan Middle School Primary School project recently obtained a construction permit and has officially started. Located in the southern part of the Jiangdong New District CBD, it will deeply integrate with the already operational Hainan Middle School Junior High School, creating a high-quality, continuous basic education system. "The campus has a green space ratio of up to 39%, and the buildings meet the three-star green building standard. Once completed, local school-age children will have access to quality and balanced educational resources at their doorstep," the project representative added. Industrial projects are flourishing on multiple fronts simultaneously

The provincial key project, the CNOOC Deep-Sea Energy Development Headquarters Base project, has completed all construction and acceptance for plot 01, entering the delivery preparation phase. The first batch of employees moved in on August 8. Located in the West Coast area, the base covers a total floor area of 251,400 square meters and serves as a comprehensive hub for CNOOC in Hainan, integrating office, research, and experimentation. Once operational, it can accommodate over 3,600 employees, accelerating the deep integration of talent, technology, and industry in Hainan's marine energy sector. In Haikou National High-tech Zone, project construction is equally intense. On August 10, the decoration project for the Energy Storage Technology (Hainan) Shared Laboratory commenced in Mei'an Eco-Tech New City. "Energy storage lab construction differs from standard office renovations, requiring high professional standards for fire safety, electrical configuration, and environmental control," said Wu Zhuli, Deputy General Manager of Hainan Electric Power Industry Development Co., Ltd. He emphasized that safety, quality, and schedule will be strictly managed to ensure timely delivery. Upon completion, the lab will become a comprehensive public platform in Hainan's energy storage sector, integrating testing certification, technology research, and product trials. Meanwhile, the earthwork and foundation treatment works (first batch) for the Haikou Meilan International Airport Cargo Apron Expansion Project recently passed sectional acceptance, laying the groundwork for large-scale pavement construction. The project plans to build 8 Class E cargo aircraft stands. Once completed, it will significantly boost the airport's cargo aircraft parking and freight flight transfer capabilities, strengthening the Free Trade Port's role as a regional aviation gateway hub. Accelerated project progress relies on precise service support

The Jiangdong New District Administration has assigned a dedicated liaison officer to each project under construction, promptly coordinating and resolving issues to ensure smooth progress. The Haikou National High-tech Zone has upgraded its "Enterprise Secretary" service mechanism, precisely aligning with business and project needs to provide comprehensive lifecycle support, accelerating the construction and operational launch of projects. New projects breed new hope, and large projects drive significant development. Haikou will continue to optimize resource allocation, strengthen precise services, and resolve bottlenecks and difficulties in project advancement, pushing key projects to land and progress efficiently, empowering the city's high-quality economic and social development through high-quality project construction.
