On September 17, the Ministry of Industry and Information Technology (MIIT) publicly solicited opinions on the mandatory national standard "Safety Requirements for Combined Driving Assistance Systems of Intelligent Connected Vehicles."

The draft opinion establishes a safety baseline for intelligent connected vehicle products, requiring systems to activate only under their designed operational conditions. For different functions including single-lane, multi-lane, and pilot assistance, comprehensive safety technical requirements covering human-machine interaction, functional safety, expected functional safety, information security, and data recording have been established, creating a "triple safety guarantee."

Liu Fawang, Deputy Director of the Equipment Industry Development Center under MIIT, stated that combined driving assistance systems differ from autonomous driving systems. This mandatory national standard draft closely connects international regulations with China's complex scenarios, fully considering different product forms and technical routes. It explicitly requires drivers to undergo training before using the system, strengthens operational data recording, and further prevents misuse and abuse of functions, representing a crucial step in supporting standardized industry development.

The release of this standard holds significant importance, directly promoting technological iteration and upgrades while accelerating the implementation of advanced intelligent driving. With standards in place, overseas expansion becomes smoother. Additionally, it serves a regulatory role for the industry, filling safety standard gaps and restructuring industry competition rules. It clarifies responsibility boundaries, resolves systemic industry risks, and provides safety guarantees for consumers with legal basis.

In recent years, with leapfrog technological improvements and continuously declining hardware and software costs, the installation rate of intelligent driving assistance functions has steadily increased. Data from the China Passenger Car Association shows that from January to June 2025, the installation rate of L2-level and above driving assistance functions in new energy passenger vehicles reached 82.6%, with further growth in the under-160,000 yuan market segment for intelligent driving installation rates.

From January to July this year, sales of new passenger vehicles equipped with combined driving assistance systems reached 7.7599 million units, representing a 21.31% year-over-year increase, with penetration rate rising to 62.58%. The large-scale application of combined driving assistance systems has injected new momentum into industry development, though issues such as lack of unified performance baselines persist.

Experts indicate that the standard sets higher requirements for driving safety of intelligent connected vehicles, with plans for official release next year. Looking ahead, Ajisen Securities believes that the period from now to next year represents a window where automotive advanced intelligent driving technology maturity, policy regulations, user acceptance, and business models will achieve breakthrough together. They recommend focusing on automotive intelligence, particularly system-level solution providers that master core software and hardware technologies and can provide full lifecycle services, as they will occupy dominant positions in automotive intelligence development.

Guohai Securities released a research report stating that leading manufacturers' driving assistance solutions are gradually improving. Under the trend of accumulating AI capabilities, continuous R&D investment in high-computing chips and models remains high. From operational effectiveness perspective, automakers no longer mandate full-stack self-development of driving assistance but engage in rich strategic cooperation, promoting further penetration of intelligence, such as cooperation between automakers and solution providers, and with overseas automakers.

Supply chain patterns are emerging, with domestic suppliers of LiDAR, cameras, millimeter-wave radar, domain controllers, and driving assistance chips all further strengthening their industry influence during development and moving toward integrated software-hardware solutions, achieving cross-domain comprehensive capability enhancement.
