根据最新报告披露，自美国开始打击全球非法石油运输的"影子船队"以来，其扣押的九艘油轮自2013年起已向中国输送超过2000万桶伊朗原油。这些数据揭示了中国通过购买受制裁石油对伊朗提供的支持程度。
报告援引Kpler数据称，2013至2025年间，这九艘船舶累计向中国港口运送2030万桶伊朗原油，同时还承运了3790万桶委内瑞拉原油和1110万桶俄罗斯原油。由美国众议院中国问题特别委员会共和党成员即将发布的报告显示，这些原油总价值至少达40亿美元，该报告内容已获华尔街日报查阅。
尽管被扣船只运量仅占中国自伊朗进口石油的很小部分，但此事凸显出中国如何成为影子船队的主要使用者，从而为伊朗、委内瑞拉和俄罗斯提供资金支持。根据Kpler数据，2025年中国接收了影子船队和受制裁油轮所运原油总量的三分之一，以及燃料油、原油残渣等重质精炼产品的10%。
报告还指出，运输受制裁货物的影子船队为规避西方监管，曾使用中国北斗卫星导航系统进行作业。北斗系统是中国为对抗美国全球定位系统（GPS）而开发的全球卫星导航体系，可提供全球范围内的定位、导航和授时服务。中国外交部未就相关问询作出回应。
