At 2 a.m. in Hangzhou's Binjiang District, an automated production line at the Hikvision smart factory runs around the clock. Every camera that leaves the facility must pass through hundreds of inspection checkpoints, all monitored in real time by a "digital quality" system. "We used to rely on manual spot checks, now intelligent inspection does the talking," said the company's chief quality officer. Thanks to this proprietary "digital quality" management model, the defect rate for core components has dropped to 0.8 PPM (parts per million), a figure 80% lower than the industry average. In 2025, Hikvision claimed the fifth China Quality Award, becoming the first manufacturer in Zhejiang's manufacturing sector to achieve this honor.

The success of one company reflects a city's broader commitment to quality. Yu Meifang, deputy director of the Hangzhou Market Supervision Administration, noted that in recent years, the city's market oversight system has anchored itself to the national quality-strengthening strategy, deeply integrating digital DNA into quality work and forging a development path with distinct Hangzhou characteristics.

Hangzhou Standards: From Following to Leading

In September 2025, at the International Organization for Standardization's intelligent robotics technical committee vote in Geneva, Switzerland, a proposal for the "Design Guidelines for Humanoid Bionic Intelligent Agents" international standard passed unanimously, prompting enthusiastic applause from the Hangzhou delegation. This marked the world's first international standard in the humanoid bionic agent field, and its lead developer is a homegrown Hangzhou enterprise—Unitree Robotics. In 2024, Yu Meifang personally led teams to Unitree four times within six months to collaborate on robotics standardization work. At that time, the "Six Little Dragons of Hangzhou" had not yet gained widespread attention, and Unitree was still a startup in the robotics space, with standardization not yet a priority on the founder's agenda. It was the continuous support from Hangzhou's market supervision authorities that propelled Unitree's robots from a CCTV Spring Festival Gala stage to the international standards arena in under a year. Yu Quan, a standardization inspector with the bureau, reflected on the experience with deep emotion. He said that upon receiving the task to assist Unitree in preparing for its ISO defense, he immediately got to work, spending three consecutive months honing his professional English skills.

In Hangzhou, standards are no longer mere followers of industrial development—they are leaders, participants, and partners. In recent years, the city has embraced a philosophy of aligning standardization with innovation and entrepreneurship, proactively targeting emerging sectors such as embodied intelligence, low-altitude economy, and data large models. The nation's first humanoid robot industry standardization pilot has landed in Hangzhou, and a standard roadmap for the robotics supply chain has been officially released. An international standardization conference base and the ISO/TC 321 secretariat for e-commerce transaction assurance have also established roots in the city, contributing Chinese expertise to the global platform economy. To date, Hangzhou has led or participated in the development of 149 international standards and 1,185 national standards, earning recognition as a "Standard Internationalization Innovative City." From "Made in Hangzhou" to "Standardized in Hangzhou," the city is converting technological advantages into standards advantages, and standards advantages into competitive edge.

Hangzhou Quality: Making Well-being Tangible, Visible, and Accessible

"Hey driver, is this charging pile accurate?" "Don't worry, every charging transaction is transmitted in real time to the market supervision platform. Any issue is flagged immediately." Liu, a ride-hailing driver in Hangzhou, charges his electric vehicle almost every midday at the Qianjiang New City charging station. He used to worry about meters running too fast, but now, with the "Secure Charging" digital governance platform, he feels much more at ease. Metrology supervision of charging piles was once a nationwide challenge due to their sheer number, scattered locations, difficult verification, and high costs. Hangzhou broke new ground by offering a digital solution. The city developed integrated electricity meters with dual physical and electronic seals to block tampering at the source, pioneered a "virtual load" verification method that multiplies inspection efficiency, and built the "Secure Charging" platform now connecting 413 operators, 3,383 charging stations, and 37,000 charging guns, recording over 90 million transactions.

Smart supervision of charging infrastructure is just one example of how Hangzhou is elevating quality of life. Electric bicycle safety, a concern for every household, has prompted the market supervision bureau to launch a full-chain rectification campaign targeting production and sales. Since 2025, the city has tested 84 batches from both physical stores and online channels, filed 141 cases, and collected fines exceeding one million yuan. In Xiaoshan District, authorities jointly dismantled two illegal modification workshops, seizing hundreds of modified e-bikes and effectively curbing such malpractice. Beyond e-bikes, other consumer goods—children's products, gas appliances, and building insulation materials—are also under close scrutiny. Hangzhou has established a closed-loop mechanism of "sampling, inspection, management, punishment, and guidance," ensuring 100% follow-up on non-compliant products to safeguard quality safety. The city's public service quality satisfaction has ranked first nationally for two consecutive years. Elderly care service satisfaction tops all sub-provincial cities, and cultural tourism services continue to upgrade: "one-click exemption" allows creditworthy businesses to operate without unnecessary inspections, a "luggage reform" initiative lets travelers travel light, and the "Hang Xiaoyi" tourism AI agent provides 24/7 service. From "credible metrology" to "assured consumption," and from product safety to service enhancement, Hangzhou is delivering tangible measures that ensure the fruits of quality development benefit all citizens more fairly. Digital technology is transforming the abstract concept of quality of life into something concrete, visible, and accessible.

Empowering Enterprises and Supply Chains: Quality as a Growth Engine

"Previously, we had to visit multiple places for testing and certification. Now, we can handle everything at a one-stop platform right at our doorstep," said a representative from Hangzhou Xingxin Technology Co., Ltd. This EDA (electronic design automation) startup, with the help of a quality infrastructure one-stop service platform, secured six core invention patents within three months, and its product output value quickly surpassed 40 million yuan. Many companies in Hangzhou have benefited from similar services. The city's 22 quality infrastructure one-stop platforms function as "quality gas stations," delivering comprehensive services in testing, standards, certification, and metrology. The "Shangmashi" platform in the Binjiang IoT Industrial Park operates 31 enterprise-support stations, creating a 15-minute service circle that aggregates 2,340 resources to bolster the hundred-billion-yuan smart IoT industrial cluster. In Linping District, a garment industry platform has helped companies raise their high-quality product rate from 85% to 94%. In Lin'an District, a decorative paper platform has assisted enterprises in securing three invention patents, achieving domestically leading technology. Ma Dongwei, director of the quality development division at the Hangzhou Market Supervision Administration, explained that to truly make quality a "gas station" for enterprise growth, the city has rolled out a series of innovative measures that lead Zhejiang Province and the nation. The quality talent pipeline is expanding: the enterprise chief quality officer system has been deepened, with over 2,400 chief quality officers trained to serve as the backbone of corporate quality management. Hangzhou has issued the province's first local standard for managing enterprise chief quality officers. Through the "Spark" cultivation program, districts including Gongshu, Lin'an, Fuyang, Linping, Yuhang, and Binjiang have included these officers in their high-level talent directories, giving quality professionals status and career growth. Financial empowerment for quality is also gaining momentum. The innovative "Quality Credit Loan" product links corporate quality credit to financing, with cumulative credit lines nearing 20 billion yuan, making it easier for high-quality enterprises to secure funding and driving intrinsic motivation for excellence and brand building. The "Pin Zi Biao" (Quality Mark) brand initiative leads Zhejiang: 1,179 enterprises have been certified, with 1,619 certificates issued, the highest number in the province. The "no-application, direct benefit" policy simplifies access to incentives, and certified companies report profit growth 1.5 times that of large-scale industrial enterprises, showcasing a sustained brand premium effect. The quality award pipeline has also borne fruit. A four-tiered cultivation system—from district to national level—has been established. In June 2026, eight Hangzhou organizations received the Zhejiang Provincial Government Quality Award, a record for a single cycle. Hikvision and New H3C were both selected for the first national cohort of leading enterprises in the quality-strengthening initiative. Through a coordinated strategy of quality improvement, brand cultivation, talent support, and financial empowerment, Hangzhou is driving enterprises to evolve from "manufacturing" to "quality manufacturing" and from "products" to "brands."
